NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly efficiently and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Tax Policy & Data Analytics Division reviews analyzes and evaluates existing and proposed policies and legislation that affect the Department of Finance and New York City in general. This includes analyzing the revenue and distributional impacts of proposed changes to the tax system monitoring and reporting on tax and parking revenues working with local and state public agencies and private sector interests to promote improved tax administration and advising the commissioner Executive Office and the New York City Office of Management and Budget on revenue and budgetary issues. The Tax Policy and Data Analytics Division is also responsible for all modeling and data mining for DOFs Audit Division. Tax Policy also prepares briefing and position papers on tax policy and issues a variety of public reports and newsletters on taxrelated issues.
Tax Policy and Data Analytics Excise Tax Research unit seeks a Policy Analyst to assist in performing longterm and cyclical data analysis. The analyst will perform research on excise taxes and business income taxes using micro tax related data.
Assist and produce both cyclical and adhoc reports.
Perform economic and statistical research.
Assist with producing the annual New York City chartermandated tax expenditure report.
Develop and run simulation models to identify the revenue impact of proposed changes in tax law.
Conduct exploratory data analysis to develop analytic datasets by cleaning testing manipulating and restructuring tax data.
Perform metadatarelated work such as providing data documentation support defining transformation rules for data processing naming database fields and testing data dictionary quality.
Communicate research findings with clarity to a range of stakeholders including nontechnical staff.

In compliance with Federal law all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.
This position will require employees to have access to Federal Tax Information (FTI) and is subject to an additional background investigation before appointment. The candidate will be required to pass the FTI background investigation as a term and condition of employment.

Qualifications :
Level I
1. A masters degree from an accredited college or university in social science economics statistics computer science data analysis geography sciences technology engineering mathematics (STEM) or a closely related field with at least 12 credits or five courses in economics public policy econometrics statistics mathematics engineering geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in 1 above and two years of fulltime professional experience performing statistical analysis and programming work in any of the areas described in 1 above.
Level II
1. A masters degree from an accredited college or university in social science economics statistics computer science data analysis geography sciences technology engineering mathematics (STEM) or a closely related field with at least 12 credits or five courses in economics public policy econometrics statistics mathematics engineering geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in 1 above and two years of fulltime professional experience performing statistical analysis and programming work in any of the areas described in 1 above.
Special Note:
To be eligible for placement in Assignment Level II individuals must have in addition to meeting the minimum requirements at least one year fulltime work experience in a related field or a masters degree from an accredited college or university in the areas described in 1 above with at least 12 credits or three advanced courses in economics public policy econometrics statistics mathematics engineering geography or computer science.
Level III
1. A masters degree from an accredited college or university in social science economics statistics computer science data analysis geography sciences technology engineering mathematics (STEM) or a closely related field with at least 12 credits or five courses in economics public policy econometrics statistics mathematics engineering geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in 1 above and two years of fulltime professional experience performing statistical analysis and programming work in any of the areas described in 1 above.
Special Note:
To be eligible for placement in Assignment Level III individuals must have in addition to meeting the minimum requirements of Level II at least three years fulltime work experience in a related field or a Doctorate degree from an accredited college or university in the areas described above with at least 12 credits or three advanced courses in economics public policy econometrics statistics mathematics engineering geography or computer science.
