Our name reflects thestrong connection our people have always had to our lands and the river andlake at the heart of our traditional territory. The traditional language of thekikm people is hnqminm previously Downriver Halkomelem. Ourpeople descended from Elders who were renowned as spirit and winter dancersskilled canoe builders and master sturgeon and salmon fishers. The Nation iscommitted to building a strong selfgoverning Nation which honors our richculture language and history and is based on ancient Coast Salish laws andprotocols. Today as in the past we are guided by our teachings of ourancestors to be stewards and guardians of our lands and water for pastpresent and future generations.
KFN is committed to economic development to promote theselfdetermination and longterm growth of the Nation. The Nations companies are responsible forcarrying out all business operations through companies such as KFN EnterprisesLP and Saskay Land Development LP.
Job Purpose
Under existing laws Canadian Regulators are required to refer aproject to the Nation for review and when it occurs within the Nationsasserted Traditional Territory.
Our team of staff and expert advisors work with the Regulatorsand other stakeholders to determine how the project may impact the IndigenousRights and Title of the kikm First Nation (KFN).
In addition Referrals receives hundreds of constructionrelatedproponent inquiries from Federal and Provincial Ministries Crown CorporationsRegional Authorities neighboring municipalities private sector companies andnonGovernmental Organizations (NGO). These inquiries pertain to a wide rangeof issues that are of concern to KFN such as archaeology culture environmentfisheries stewardship land rights and title and land use.
The departments goal is to reach a mutually beneficial solutionto these inquiries a solution that serves the needs of KFN Regulators andthe Proponent. At all times Referrals seeks to
combine professional archaeological environmental andtraditional knowledge in a culturally appropriate way to inform our decisions.
Primary Duties and Responsibilities
Information Management 50:Use the referral software system to ensure:
Correspondence is received filed and disseminatedin a timely manner.
Meetings are scheduled.
Research and other data are easily available.
Maps are prepared and accessible.
Internal/External Education and Advocacy 20: Use verbal communication and strong writingskills to:
Describe KFN policy to proponents and persuadeproponents to adopt KFN policy using knowledge of the legal environment and goodfaith tactics.
Deepen KFN LAR Division and Leadershipsunderstanding of proponent positions and influence KFNproponent meetingoutcomes.
Share scientific knowledge with proponents staffand members to further KFN land management and stewardship objectives.
Increase cooperation (effectiveness) between otherKFN LAR team members.
Stewardship Project Coordination 15: Promote KFNselfgovernance objectives by:
Advancing Nationled stewardship throughrelationship building community engagement and restoration planning andimplementation.
Conducting desktop and field studies to informimpact assessments and restoration planning through the establishment ofbaseline conditions and development of comprehensive monitoring programs.
Assist in reviewingdocuments received through consultation (e.g. environmental permits WasteManagement Plans etc. and make recommendations.
Financial Management 5: Use MS Excel and applicable financialsoftware to:
Assist the department in the preparation of projectbudgets and quarterly reports.
Education Skills and Experience
Undergraduate or Graduate Degree in Archaeology PlanningLand Management Biology Indigenous Relations or other related disciplineand/or
Understanding of landuse and cumulative impactsecosystem function resilience restoration and climate change and
Decisionmaking and problemsolving skills.
Job Competencies
Collaboration and teamwork.
Other requirements
Valid drivers license personal vehicle and the ability to travel on occasion.
