Under the direction of the Director of Human Resources the HR Business Partner of Compliance and Employee Relations will reinforce the Universitys strategic plan and mission by meticulously preparing and executing a diverse array of tasks providing administrative support and overseeing office operational management. This individual will support various HR areas including employee surveys training onboarding and specific benefits administration. Additionally this role will oversee the daytoday operations of the studentemployee hiring and onboarding process policy and program administration employee relations Title IX Compliance and legal employment matters. This position will also partner and collaborate with other campus leaders.

Responsibilities

  • Manage plan and administer a full range of Administrative functions for various HR areas including employee surveys training onboarding and specific benefits administration. Policy and program administration employee relations Title IX Compliance and legal employment matters will also be supported.
  • Manage and lead projects and proposals assigned by direct supervisor gathering information establishing timelines organizing meetings/events preparing summary reports and making recommendations to achieve departmental objectives.
  • Organize and conduct training sessions to communicate key regulatory changes and updates to employees.
  • HRIS System Support and Problem Solving
  • Management of the Student Employment Lifecycle for the University. This process includes partnership with Financial Aid to process Federal and NonFederal WorkStudy positions across campus during Fall and Spring terms. Process handled independently during Summer terms.

HR Operations Oversight

  • Manage primary customer service support to internal and external visitors
  • Delegate and assign responsibilities and duties based on daily email and phone requests.
  • Provide training and coordination to HR assistants student employees and entrylevel colleagues.
  • Maintain recordkeeping and archives of personnel files and ensure all paperwork is filed accordingly and in compliance with state and federal law.

Communications and Employee EngagementManagement

  • Maintain and consistently update HR Resources Site in alignment with HR initiatives and the Universitys mission vision and values.
  • Create and develop compelling content for the departmental weekly newsletter that engages employees strengthens University culture and enhances the employee experience.
  • Monitor and measure the effectiveness of internal communications departmental newsletters and campus announcements. Based on feedback and data analysis make recommendations for improvement.
  • Provide a high level of partnership to the University while maintaining communication service and operational support for ongoing Human Resources functions and activities.

Compliance Policies and Procedures and Employee Relations

  • Campus Lead working in coordination with the outsourced Title IX Coordinator and legal counsel to ensure compliance with the Office of Civil Rights regulations.
  • Campus expert on employment and labor laws implementing proactive practices to reduce liability. Ensure campus is in compliance and aware of new and upcoming legislation that will impact. Ensure Leaves Of Absence (LOA) Workers Comp (WC) and American with Disability Act (ADA) policies and administration comply with federal and state laws. In Addition ensure that all Employment Development Department (EDD) requests for documentation and information are handled accurately and swiftly.
  • Consult with employment counsel on more severe claims against the University or internal grievances as needed.
  • Develop and recommend implementation of policies and procedures to ensure best practices in Human Resources Areas including annual updates to the employee handbook.
  • Meet with employees and supervisors to constructively resolve issues or complaints providing counseling/coaching to strengthen capacity and improve communication.
  • Assist with problem resolution conflict management performance management corrective action and performance improvement plans.

Perform other duties and projects as requested

Required Qualifications

  • Bachelors degree
  • Minimum of five years of experience in related field or educational experience
  • Strong computer skills including Microsoft Office Suite
  • Strong employee customer service orientation with excellent interpersonal skills
  • Excellent written and verbal communication skills
  • Ability to cultivate effective partnerships and work in collaboration with campus leadership
  • Knowledge and understanding of Federal and State employment laws and regulations
  • Knowledge and understanding of Human Resources theory and practices with the ability to apply concepts to actual situations in a practical manner.

Additional Position Information
