The employee in this class is responsible for the review and evaluation of real property appraisals completed by appraisers contracted by the County. The employee assists in the collection of data to establish fair market values of parcels of property and exercises considerable independent initiative and judgment in the review of appraisals.
Other specific duties include:
Review all appraisals to determine compliance with basic principles of appraisal practice has been observed.
Review all appraisals to determine whether all necessary documentation and information is present in accordance to the Scope of Work. To make certain that the fair market value for the parcel to be acquired is obtained based upon knowledge of appraisal techniques geographic and economic factors.
Review and reconcile multiple appraisals for final determination.
Recommend the employment of consultant appraisers.
Refer unacceptable appraisals back to the consultant appraisers for further consideration.
Complete field reviews of all appraisals received. The field reviews are typically preceded by a verification of sales (via deed search) property ownership taxes zoning and other general data. The field reviews include an inspection of the subject property and all comparable sales utilized in the consultant appraisal report(s) in addition to any and all consultations with Town Village Board of Health DEC and other regulatory agencies.
Complete inhouse appraisals rental analyses and related valuations for a variety of other Suffolk County Units including (a) fair market rental analyses for legislative offices and a variety of agencies departments and divisions within the County (b) fair market rental analyses for Parks Department (c) other market analyses (rental acquisition farmland development rights) at the request of Law Department Department of Public Works County Executive and others.
Oral presentations regarding appraisal reviews to the Environmental Trust Review Board.

CANDIDATES MUST MEET THE MINIMUM QUALIFICATIONS LISTED BELOW:
Either:
a) Graduation from a college with federallyauthorized accreditation or registration by NY State with a Bachelors Degree and five 5 years of experience in real property appraisal two 2 years of which must have been in a management capacity; or
b) Completion of sixty 60 credit hours from a college with federallyauthorized accreditation or registration by NY State and seven 7 years of experience in real property appraisal two 2 years of which must have been in a management capacity.
Thorough knowledge of the principles practices methods and techniques utilized in appraising and negotiating for land and other real property.
Good knowledge of the legal procedures documents and laws relating to property appraisal practices.
Good knowledge of the methods procedures and materials for the preparation of a trial presentation.
Good knowledge of real property values in relation to specific areas
ability to plan supervise and review the work of others in a manner conducive to full performance and high morale.
Ability to analyze complex technical and legal documents.
Ability to express oneself clearly and concisely both orally and in writing.
Physical condition commensurate with the demands of the position.
This role is a Provisional Appointment
A provisional appointment which occurs only in the competitive class is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the position. In order to become permanent the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position. Civil Service law does not compel the appointing authority to choose the provisional employee should he or she be one of the three candidates.
