BASIC FUNCTION:

The Environmental/Chemical Health Officer (ECHO) for the Kravis Department of Integrated Sciences (KDIS) will be responsible for developing and implementing policies and procedures for laboratory safety to ensure a safe and healthy workplace as well as compliance with all applicable laws and regulations. The ECHO will monitor potential chemical biological and occupational hazards and recommend corrective action as needed in both research and teaching laboratories and more broadly for the College when needed. The ECHO will report to the Director of Program Development for KDIS.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

For the Kravis Department of Integrated Sciences:

• Develop and implement lab safety programs policies and procedures which will generally fit into in the following key areas: chemical management biosafety radiation safety (if needs arise) controlled substances (if needs arise)
• Ensure appropriate documentation permitting and recordkeeping as required by federal state and local laws as well as campus policies.
• Update the Departments Chemical Hygiene Plan (CHP).
• Establish Standard Operating Procedures (SOPs) for the safe use storage and disposal of hazardous materials (chemicals biohazards etc. in collaboration with researchers.
• Manage and monitor chemical and hazardous materials inventory systems.
• Stock and manage the department stockroom.
• Coordinate with campus partners to ensure that safety equipment is maintained and certified appropriately.
• Work with contractors as needed to dispose of hazardous waste in accordance with all applicable regulations.
• Implement existing emergency response protocols and write new protocols as needed.
• Work in close partnership with the staff of the Emergency Management team Facilities and Campus Services the academic leadership at KDIS Public Safety and serve in a leadership role for chemical and environmental emergencies. Develop emergency response plans specific to chemical spills leaks or other lab safety incidents as well as actively participate in emergency and spill response (may need to be on call for after hours emergencies).
• Ensure that faculty staff and students entering labs are appropriately trained.
• Develop a protocol for safety inspections in lab areas and regularly conduct audits in order to ensure adherence to applicable environmental health and safety regulations. Follow up to ensure that any findings are resolved.
• Serve as a technical resource for labs in areas such as spill response injury and illness prevention and hazardous waste management.

College wide (up to 25 time):

• As needed work closely with the CMC Executive Director of Public Safety and Emergency Management the Assistant Director of Emergency Management and the VP for Human Relations on situations related to chemical and environmental health and safety issues that impact the broader College. Monitor environmental health and safety programs to ensure compliance with occupational environmental and other safety standards issued by agencies having regulatory jurisdiction over the campus. Make recommendations for procedures guidelines and training to ensure activities are conducted safely and in compliance with regulatory requirements.
• Consult on chemical hygiene biosafety hazardous material safety and management programs including development of policies procedures guidelines and training to ensure activities are conducted safely and in compliance with regulatory requirements.
• Ensure overall compliance with all hazardous waste handling requirements including sampling and disposal regulations.
• Respond to hazardous material releases.
• Consult on procurement and/or production of all documents training manuals brochures posters etc. required for environmental health and safety programs.
• Provide training on chemical use and safety to various College departments.
• Serve on campus work groups and committees related to environmental initiatives.

QUALIFICATION STANDARDS & SKILLS:

EDUCATION: Bachelors degree in a scientific discipline (or equivalent experience) or a Masters degree in a scientific field occupational health and safety or a related field.

EXPERIENCE: Bachelors degree and five or more years experience in environmental health and safety (preferably labspecific) or a Masters degree and two or more years of experience. Familiarity with hazardous materials management and disposal procedures. Experience developing and implementing programs policies and procedures for hazardous materials management chemical safety and biosafety preferred. Possess a relevant certification such as CHMM (Certified Hazardous Materials Manager) or Certified Safety Professional (CSP) preferred.

LICENSES: A valid drivers license or equivalent alternate form of transportation to offsite meetings and events is required.

• Preferred: Knowledge of federal state and local regulations applying to laboratory safety including chemical handling biosafety waste management and injury prevention: OSHA Laboratory Standard; Additional CalOSHA guidance including CalOSHA Laboratory Standard; NIH Guidance for Research Involving Recombinant or Synthetic Nucleic Acids; CDC/NIH BMBL (Biosafety in Microbiological and Biomedical Laboratories); any additional guidance from local Public Health and Fire Departments

REQUIRED HOURS: The regular hours for this fulltime position are 8:00 a.m. to 5:00 p.m. Monday through Friday. Regular hours may vary due to the needs of the College. Holiday weekend and evening work hours may be required.

PHYSICAL REQUIREMENTS: Must be able to stand walk bend climb push pull stoop twist stretch squat reach and lift up to 50 lbs. from floor to above shoulder level without assistance. Must be able to work on feet for prolonged periods of time. Must take and successfully pass a functional capacity test after job offer and prior to hire.

SALARY RANGE: $85000 $95000 per year
