DESCRIPTION:

West Basin Municipal Water District (West Basin or District) is a global leader in water recycling conservation resource management and education. West Basin provides drinking and recycled water to several local retail water agencies including six cities three private water companies one county water agency and one groundwater management agency. The District serves a population of nearly one million residents in 17 cities and unincorporated areas along the coastal corridor from the Palos Verdes peninsula to the City of Malibu. The District is governed by an elected fivemember Board of Directors and is a member agency of the Metropolitan Water District of Southern California.


West Basin operates the Edward C. Little Water Recycling Facility (ECLWRF) in El Segundo California three satellite treatment plants in the cities of El Segundo Torrance and Carson and over 100 miles of pipelines across the South Bay area of Los Angeles County. The ECLWRF is the largest recycled water treatment facility of its type providing nearly 40 million gallons of recycled water each day to over 300 sites. West Basin utilizes various advanced treatment processes to produce five types of fitforpurpose waters for irrigation commercial and industrial applications and groundwater replenishment.

The Position

West Basin is seeking a dedicated and experienced education professional to support its K12 water education programs community outreach and communications efforts. Under general supervision the Communication Specialist II (Educator Coordinator) will develop and create engaging ageappropriate educational materials and programs for K12 students and faculty. The Specialist will conduct facility tours and classroom presentations provide teaching pedagogy training sessions and oversee contracted educational service providers. The role also involves assisting in organizing and conducting community events supporting workforce development initiatives and providing general assistance to the Public Information and Education Department.


Candidates should have at least five years of relevant experience and demonstrate extensive teaching and communications experience education program development and strategic planning expertise and as well as program assessment and supervisory skills. Advanced education and/or certification is a plus.


Key responsibilities are:


Implement the Districts K12 water education programs by developing lesson plans leading presentations and conducting facility tours for diverse audiences. Facilitate handson science activities and discussions on California water issues water conservation and water recycling technology.

Oversee education programs and manage contracts with vendors providing the following services:

  • School tour field trips to water recycling facilities
  • Classroom assemblies on water conservation
  • Student art contests promoting water use efficiency
  • Workforce development initiatives
  • Collaborative water education programs with community partners

Create write and edit educational and promotional materials including newsletters brochures flyers advertisements presentations web content and visual displays.

Develop materials and presentations for the Districts Board of Directors senior management and outreach programs. Deliver presentations to internal and external audiences as needed.

Research and recommend new content for education community outreach and communication projects.

Assist in planning and coordinating District public and community meetings and events.

Prepare planning documents agendas schedules and presentation materials. Arrange venues set up rooms and equipment coordinate refreshments and assemble materials.

  • Handle daily administrative tasks such as filing copying scheduling entering purchase orders and other related duties.
  • Additional duties as assigned

Qualifications

The ideal candidate will have:


  • A Bachelors degree from an accredited fouryear college or university with major coursework in education environmental science public relations communications AND five years of professional experience with roles coordinating educational projects and public relations programs. Experience in the water industry a public agency and/or a public relations firm is a plus.
  • Knowledge of the principles practices and methods of both educational pedagogy and public relations as applied in community outreach media relations and communications.
  • Knowledge of correct English usage including spelling grammar and punctuation; basic principles practices and uses of audio/visual systems computers and Microsoft Office and webbased communications including web content development software and social media platforms.
  • Knowledge and passion for social media and knowledge of strategies to cultivate and grow social media audience followers and interactions.
  • Knowledge of the methods and techniques of writing for advertising marketing and public relations campaigns.
  • Knowledge of California water issues and or experience in local government.
  • Ability to operate a computer using word processing desktop publishing and other standard text and graphics software.
  • Demonstrated ability to communicate clearly and concisely orally and in writing.
  • Ability to apply writing style and techniques appropriate for differing business and journalistic/public relations purposes; edit written materials; interpret information and situations and make recommendations in accordance with applicable policies regulations and guidelines; and exercise sound judgment within established guidelines.
  • Ability to maintain accurate files and records.
  • Demonstrated ability to participate in groups effectively.
  • Strong interpersonal ability to work cooperatively and maintain effective relationships with the District Board of Directors managers and staff vendors consultants employees representatives of other governmental agencies and others encountered in the course of work.
  • Ability to be creative energetic and selfmotivated and to take initiative where appropriate.
  • Required to operate standard business equipment; reach with hands and arms; and is frequently required to stand and walk kneel crouch or twist and occasionally lift or carry materials up to 25 pounds.
  • Possession of a valid Class C California Drivers License proof of insurance and an acceptable driving record are required at the time of appointment and as a condition of continued employment. The employee is required to use their vehicle with mileage reimbursed at the standard IRS rate.
