Job Description

The innovative progressive and welcoming City of Tigard Oregon is seeking an experienced thoughtful and visionary leader in its next City Manager. This position oversees the daytoday operations of the City provides administrative direction and management for all City functions and guides policy decisions for the City Council ensuring effective of Council direction and efficient delivery of services to the Tigard community. This position reports to the City Council.

As the Chief Executive Officer of the City the City Manager:

  • Serves as the Budget Officer for the Citys $400 million budget with the goal of maintaining excellent financial stewardship and preserving Tigards AAA bond rating.
  • Enforces City codes and regulations manages financial activities and ensures the overall effectiveness of City operations.
  • Partners with City Council to ensure the successful implementation of the Councils policies and goals.
  • Provides leadership and oversight to City departments.
  • Leads implementation of Tigards strategic plan to deliver on the organizations goals and longterm priorities.
  • Ensures all City facilities and infrastructure are operated managed and maintained to meet mandates and provide sustainable levels of service.
  • Fosters collaborative relationships with intergovernmental agencies community groups businesses City Council City staff and other public and private organizations to implement City initiatives and area priorities.

Drives economic and community development initiatives to enhance the Citys vitality.

The City Manager is a public servant and steward for City departments and a high performing team of professionals. The City Manager will emulate and continue support for the positive organizational culture while overseeing the development and implementation of internal programs policies and procedures. The person in this role will ensure the delivery of effective efficient and economical services while managing the preparation and administration of the Citys annual budget. They will advise and provide the City Council with timely and accurate financial information and recommendations as well as develop financial strategy long and shortterm strategic plans for City services capital improvements and funding.

The Priorities

  • Enhance and maintain professional and positive relationships with the Mayor City Council and City staff. Support a positive work culture and meaningful partnerships through consistent transparent and authentic communication.
  • Support the City Councils transition from five to seven members by providing education on roles responsibilities and the City Charter.
  • Ensure core operations remain strong by aligning City services with the strategic plan and Council goals and effectively communicating the impacts of decisions.
  • Foster a collaborative team environment by building trust and empowering the leadership team to develop and deliver innovative strategies and creative solutions to meet the growing and changing needs of the organization and our community.
  • Enhance collaborative partnerships by establishing clear boundaries and shared expectations among leadership and staff promote confidence in the organizations future and reinforce a unified vision internally.
  • Refresh and further integrate the strategic plan across the organization providing lineofsight between workplans and strategic outcomes so all teammates see themselves in city goals.
  • Continue to drive financial stability with a focus on core services. Develop sustainable budgets maintain fiscal accountability ensure investments are strategic collaborate to identify new sources of revenue and plan for the long term.
  • Create a Facilities Bond Strategy that builds community awareness understanding and support for the Citys Facilities Modernization Project that will replace the outdated and overcrowded Police and Public Works facilities with a more modern safer building to provide reliable and efficient services.
  • Advance and champion the Citys ongoing diversity equity and inclusion initiatives and embrace the growing diversity throughout the Tigard community.
  • Intentionally become a part of the Tigard community. Learn and understand our community by attending events building connections supporting authentic engagement and providing open and honest communication.
  • Develop and maintain positive relationships with the State Washington County neighboring communities and other regional organizations. Seek opportunities to effectively partner and collaborate while protecting the Citys identity and interests.

Qualifications

Our successful candidate will have:

  • Ten years of leadership or administrative experience in a municipal agency setting including at least five years of management experience is required.
  • Experience working with an elected body is essential.
  • A sound financial background with a strong understanding of budgets and financial management.
  • A bachelors degree in public administration business administration public policy finance or similar field.

The ideal candidate would also have the following experience:

  • A successful track record as a City Manager or Deputy/Assistant City Manager.
  • A background in capital project management including bonds and financing ideally of large capital projects.

An equivalent combination of education and experience performing the essential functions of the position will be considered.

Inside City Hall

Tigard operates under the CouncilManager form of government. Tigard voters approved a new City Charter in May of 2024 that added two new Council positions for a total of six Councilors one Mayor and one Youth Councilor. The Council appoints a City Manager who serves as the organizations Chief Executive Officer policy advisor and budget officer who leads directs and oversees all City departments and the financial budget management and planning efforts.

The Citys approximately 375 employees deliver a comprehensive slate of municipal services through ten departments including City Management Community Development Finance and Municipal Court Human Resources Information Technology Library Police and Public Works. The Fiscal Year 2025 budget is $410.6 Million with General Fund Expenditures accounting for $47.5 Million. The fiveyear Capital Improvement Plan totals $280.2 Million of which $55.8 Million is in Fiscal Year 2025.

Compensation and Benefits

The City Manager contract is at the discretion of the City Council with an expected salary range of $195000 to $225000 depending on the qualifications of the successful candidate.
