Job Description

JOB OVERVIEW:

The Philadelphia Department of Public Health (PDPH) through its Public Health Preparedness Program (PHP) within the Division of Disease Control is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. BTPHP is responsible for establishing local public health preparedness priorities; developing and testing response plans; coordinating with local state and federal partners; and managing the public health response to real events.

The Medical Countermeasures Coordinator will be responsible for developing and testing response plans coordinating with local state and federal partners and managing the public health response to real events. This position will develop and coordinate plans for the procurement distribution and dispensing of medical countermeasures to Philadelphia residents. Medical countermeasures include pharmaceuticals ancillary medical supplies emergency medical equipment personal protective equipment and other materials that might be distributed during a public health emergency response. This position will work to ensure that the program is prepared to respond to public health emergencies. This position is Monday through Friday 8:30 a.m. to 5:00 p.m. with occasional work after hours and on weekends to support Program activities. This is a grantfunded position; continuation of the position is contingent upon sustained funding.

This is not remote work. The applicant will work from the Health Department offices or other locations as assigned. This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position requires responding to public health emergencies on short notice and some afterhours activities to achieve Program objectives

This position reports to the Preparedness Clinical Coordinator.

*RESPONSIBILITIES:

Review regularly update and expand current public health emergency response plans regarding the distribution of medical countermeasures including the Mass Vaccination Plan Pill Dispensing Plan and First Responder and Essential Personnel Prophylaxis Plan.

Develop and maintain documents related to medical countermeasures including Job Action Sheets Standard Operating Procedures and operational manuals.

Work with appropriate stakeholder agencies subject matter experts and local state and federal partners to update and develop plans.

Plan execute manage and evaluate mass vaccination clinics including first responder flu clinics COVID19 vaccination clinics and other clinics to address outbreak control.

Expand mass medication capacity and readiness by coordinating with the Strategic National Stockpile (SNS) program and other emergency medication caches and supplies.

Coordinate with the Immunizations Program during responses to procure necessary vaccine products for mass vaccination clinics.

Coordinate the distribution and dispensing of medical countermeasures with select agencies and organizations that serve a predefined population.

Monitor viability and security of predeployed antibiotic stockpiles.

Build subject matter expertise in medical countermeasures including vaccine management.

Develop training materials as appropriate. o Train other staff in best practices. o Develop familiarity with the SNS formulary.

Lead/contribute to the development and of trainings and exercises pertaining to medical countermeasure response plans.

Lead and participate in debriefings after events and lead/contribute to the development of afteraction reports technical reports grant writing and current City plans.

Work with the Logistics unit to ensure that supplies and resources are available and easily accessible in preparation for largescale distribution of medical countermeasures.

Ensure that the direction and activities of the Bioterrorism & Public Health Preparedness Program are in line with other local state and federal response plans and with appropriate local state and federal laws rules and regulations.

Attend local and national meetings on public health preparedness as needed to meet the goals of the Program.

Participate in exercises trainings real events and other preparedness program initiatives as appropriate and assist with special projects at the discretion of Program management.

*SKILLS:

Working knowledge of Microsoft Office applications.

Strong written and verbal communication skills.

Detailoriented with excellent organizational skills.

Ability to communicate effectively and work with various teams.

Flexibility professionalism and the ability to manage multiple projects simultaneously are highly valued attributes.

A valid drivers license is required.

Bilingual fluency preferred

EXPERIENCE:

One or more years of relevant experience working in public health emergency management or a related field. Experience in planning exercise development and implementation.

*EDUCATION REQUIREMENT:

A Bachelors degree in public health or related field

SALARY:

Salary is commensurate with experience and qualifications. This position comes with a comprehensive benefits package consisting of medical and dental coverage paid sick vacation and personal time.
