The City of Fredericksburg is seeking a Capital Projects Manager to manage a portfolio of projects for the City. Serving as principal pointofcontact for assigned projects the Capital Projects Manager manages all phases of the projects for all types of general fund projects (horizontal and vertical). The Capital Projects Manager leads projects through all phases and activities by developing projects and bid documents preparing cost estimates assisting with project budget preparation reviewing bids and recommending awards reviewing and approving requests for payment and invoices and project inspections.
The Capital Projects Manager identifies and defines the scope and objectives of each project considering stakeholder needs and requirements and plans an effective strategy and ensures a successful management and administration of assigned construction projects. The manager leads projects by developing detailed work plans schedules project estimates budget/resource plans and costbenefit analyses as necessary to deliver projects on time and budget additionally proactively and continuously monitoring project activities to mitigate risk and escalates issues appropriately. The Capital Projects Manager will apply the best practices of project management as required to create successful outcomes on a consistent basis.
Reporting to the City Engineer the Capital Projects Manager performs work under limited supervision while maintaining a high level of customer service to all project stakeholders. The Capital Projects Manager provides supervision and management to two inspectors and is responsible for assigned employee development and performance evaluations. The position coordinates with other City departments and external organizations on projects that directly or indirectly involve the department. The Manager maintains a high level of customer service by providing quality assurance and quality control through inspections resolving complaints and recommending changes in policies and procedures to improve services to the public and other customers.
The Capital Projects Manager prepares and manages project budgets by tracking and forecasting required expenditures and conducts analytical studies costbenefit analyses or other research to ensure compliance with laws regulations policies standards or procedures. The Capital Projects Manager manages the integration of contractor tasks and reviews contractor deliverables provides technical and analytical guidance and direction to the project team and recommends and takes action to direct the analysis of and solutions to problems. The role will be required to create status and project reports conduct routine project meetings and attend statusrelated meetings to effectively communicate project updates to all stakeholders while ensuring federal state and local funds are properly obligated authorized and utilized throughout project development and delivery.
A second capital projects manager over utilities projects may also be considered from this pool. The Utilities Project Manager has very similar responsibilities but is responsible for managing projects associated with the Water and Wastewater Utilities.

The Successful Candidate
The successful candidate will have knowledge of municipal engineering principles and practices used in construction of roads bridges curb & gutter sidewalks facilities and other infrastructure and will have the ability to record and deliver information to explain procedures to follow and give verbal and written instructions and to counsel and teach employees. Other projects may also include construction of new facilities rehabilitation of existing buildings and renovations of existing building spaces. The incoming Capital Projects Manager will have the ability to establish and maintain effective working relationships with City officials employees other agencies and the general public. The next Capital Projects Manager will have outstanding communication skills and be proactive in communicating internally within the organization and externally with partners and the community. Overseeing all aspects of projects and the work the Capital Project Manager will have ample experience partnering with contractors to manage work. As a proactive communicator the selected candidate will prepare implement monitor and update project plans continuously.
As an outstanding project manager the ideal candidate will have practical knowledge of project management principles practices methods approaches and procedures including the ability to plan organize and prioritize daily assignments and work activities. With excellent planning and customer service skills the Capital Projects Manager will be a selfstarter who with minimal oversight thrives in managing time and resources. Working with the public and reaching out to community members regarding projects is vital to the success of the next Capital Projects Manager.
A deep understanding and awareness of the hazards and safety precautions of largescale construction operations as well as the laws ordinances standards and regulations pertaining to the specific duties and responsibilities of the work are essential to the ideal candidates success. Knowledge of the principles and practices of asset management and uses of asset management information systems is important to the success of the next Capital Project Manager. Additionally knowledge of Microsoft Office Computer Aided Drawing (CAD) geographical information systems (GIS) programs and other officeoriented software is important.
Qualifications
Minimum requirements include a bachelors degree from an accredited college or university in civil engineering construction management or other relevant field experience that provides the required knowledge skills and abilities and a minimum of three 3 years project management experience on a variety of complex project assignments varying in complexity scale and cost or a combination of equivalent education and experience. Additionally the selected candidate must possess a valid appropriate drivers permit issued by the Commonwealth of Virginia or have the ability to obtain one.
Preferred qualifications include five 5 years of experience in directing/managing municipal public infrastructure projects grants and projects management preferably in state or local government setting being a Licensed Professional Engineer (P.E. in the Commonwealth of Virginia or the ability to obtain licensure within six 6 months of appointment and having a Project Management Professional (PMP) certification. Experience with design build projects in addition to typical project development and construction (designbidbuild) is also preferred.
