The Maryland Department of Labor is currently accepting applications for Procurement Officer III.The position of Procurement Officer III for the Office of Administration (OOA) Contract and Procurement Unit serves as Procurement Officer for the Department of Labor(LABOR).

Main Purpose of Job

The position of Procurement Officer III for the Office of Administration (OOA) Contractand Procurement Unit serves as Procurement Officer for the Department of Labor(LABOR). The main purpose of this position is to supervise the Procurement Officerand oversee the daily contracting and purchasing activity of the entire ProcurementUnit. Assist the Procurement Officer III as acting as the departments liaison with keyProject Program Officers and Department of General Services personnel to ensure thatprocurements run effectively and efficiently. Assis the Chief in working with thedepartments Minority Business Liaison to ensure that state minority business andsmall business enterprise contracting requirements are met by the LABOR divisions.

POSITION DUTIES

Duties of this position include but are not limited to:
  • Directly supervises the departments Procurement Officers and in this capacity oversees all the daytoday procurement activities.
  • Works closely with the Chief of Procurement to ensure that State procurement laws and regulations are enforced while providing for the needs of the Department.
  • Manages reviews and closely monitors all RFPs and complex procurements including the development of specifications solicitation documents conducting prebids and preproposal conferences the evaluation of bids and the securing of appropriate approvals for contract awards. Regularly meets with the Chief of Procurement to brief him/her on important issues and resolve problems as they arise.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience four years of experience in ensuring appropriate and consistent enterprisewide interpretation of and compliance with enterprise level procurement laws regulations policies and procedures and an additional four years of professional public sector procurement or private sector contracting experience which included activities such as soliciting evaluating negotiating and awarding contracts advertising procurement opportunities distributing specifications to vendors coordinating bidder evaluation committees conducting vendor debriefings monitoring contract performance eProcurement management professionals certification or procurement business operations.

Notes:

1. Candidates may substitute one year of experience in ensuring appropriate and consistent enterprisewide interpretation of and compliance with enterprise level procurement laws regulations policies and procedures for the additional four years of the required experience.

2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

3. Positions may substitute the possession of a Bachelors degree from an accredited college or university and four years of experience in ensuring appropriate and consistent enterprisewide interpretation of and compliance with enterprise level procurement laws regulations policies and procedures for the required experience of experience.

4. Candidates may substitute the possession of a Doctorate of Jurisprudence degree or a Masters degree in Business Administration for six years of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a yearforyear basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

Knowledge of FMIS. ADPICS and eMaryland Advantage (eMMA)

Knowledge of COMAR Title 21 and other Maryland State procurement laws regulations policies and procedures

Strong organizational administrative and management skills in the procurement operations of a State organization

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

2. Employees in this classification who have not already done so must obtain certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
