Current Assignment
This job announcement will be used to establish a pool of eligible candidates with extensive knowledge in construction management for vacancies that may occur within the Construction Engineering Services Division within the next twelve 12 months. The current vacancy is a capital position and is subject to time and funding limitations.

The Office of Infrastructure Delivery Department Construction Engineering Services Division is currently looking to recruit for a Construction Engineer with extensive knowledge in construction management. This position plays a key role in facilitating construction in an operating environment with a priority on safe swift and compliant action.

Construction Engineers are expected to work independently on delivery capital construction projects with occasional instructions from their supervisor or peers. This position requires a minimum of two 2 years of fulltime experience in engineering design and/or construction projects. The most qualified incumbents will possess detailed subject matter expertise in administering capital construction projects.

Under general supervision the successful candidate will perform the following duties but are not limited to the following:

• Apply principles and practices of engineering design and construction on capital construction project(s) including manufacturing process field installation testing and final inspection and acceptance. Projects may include civil track structural electrical mechanical train control traction power communication and other related support systems for operational railway transit.
• Assist with implementation of construction on active railway and/or operating facilities such as yards shops stations and substations. Includes coordinating with maintenance personnel to facilitate construction support and access requirements.
• Apply knowledge of engineering design construction and maintenance to facilitate informed and timely design decisions to assist with problem solving in real time when field conditions conflicts with the design plans.
• Prepare change orders independent cost estimates and conduct negotiations. Includes interpreting and preparing revisions to engineering plans drawings and specifications.
• Conduct field inspections measuring and testing to monitor compliance with the contract documents. Includes preparing clear and concise reports.
• Follow construction safety procedures and best safety practices for working on an active railway.
• Utilize knowledge of transit system components and how they affect constructability and construction including traction power train control and operations.

• Strong knowledge of project management and construction management practices including scheduling document control change order management field inspections project reporting and risk management.
• Excellent verbal and written communication skills including the ability to make clear presentations produce concise technical reports and translate technical issues to business and operational perspectives.
• Familiarity with civil track structural electrical mechanical train control traction power communication and other related support systems and a keen interest in staying abreast of emerging technologies developments and trends in these fields.
• Ability to work successfully with multidisciplinary teams.
• Knowledge of terminology methods practices and techniques used in technical engineering report preparation
• Knowledge of scheduling software and construction management systems
• Knowledge of CAD and 3D modelling systems
• Comprehensive knowledge of office software including word processing spreadsheet database and presentation graphics products

1. Performs a variety of professional engineering duties related to the subject department. Duties may include preparing engineering specifications preliminary cost estimates engineering drawings sketches calculations and analyses.
   
   
2. Prepares engineering designs specifications costs and quantity estimates for engineering construction projects; prepares and/or reviews the adequacy and accuracy of computations.
   
   
3. Assists in the establishment of schedules and methods for providing engineering project oversight services; responsible for the verification of quantities of materials and adherence to specifications; may recommend resources to be allocated.
   
   
4. Monitors work activities to ensure compliance with established policies and procedures; evaluates proposed changes to approved plans and specifications.
   
   
5. Recommends approval of and submits contractors progress payment applications; performs audits of contractor and suppliers to ensure adherence to established policies procedures.
   
   
6. Prepares a variety of reports and correspondence on project matters including Inspectors Daily Reports monthly and final completion reports contract modifications negotiations field and design engineering changes and correspondence with the contractor on fulfillment of requirements.
   
   
7. Discusses and coordinates engineering design or construction project activities with design engineering staff and other affected engineering personnel.
   
   
8. Maintains awareness of progress on assigned engineering design or construction projects to ensure compliance with designated time and cost schedules.
   
   
9. Provides assistance to inspectors in the interpretation of plans and resolution of problems during construction.
   
   
10. Reviews construction design plans to evaluate potential construction problems; monitors construction project expenditures.
    
    
11. Utilizes a variety of engineering programs and application including CADD.
    
    
12. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering design and construction.
    
    
13. Conducts field inspections; ensures compliance with specifications.
