Job Description

The National Partnership for Women & Families is a nonprofit nonpartisan 501(c)3 organization that fights for equity for all women and families. Were passionate about making change on big issues such as equal pay for all women paid leave for working families and access to affordable health care that includes abortion and reproductive care. We advocate for policy change in the public and private sector at the federal state and local levels and through close collaboration with allies and partners on the Hill and across the country.


We are seeking a Director of Congressional Relations Health Justice to join our Congressional Relations and Social Impact team.

The Director of Congressional Relations Health Justice is based in Washington DC and reports to the Vice President of Congressional Relations and Social Impact.


Position Overview:

The Director of Congressional Relations Health Justice is the first point of contact for congressional offices for health system transformation maternal health and health coverage and equity issues. The Director provides creative thought leadership and strategy on building and growing key relationships while working with coalition partners business partners and other external stakeholders to identify opportunities to strengthen advocacy campaigns. The Director collaborates with colleagues across the

National Partnerships core programs to draw connections across issue areas and promote our crossissue brand in congressional relations and other partnerships. This position covers a large portfolio and requires extensive health policy legal analysis and government relations experience.


Essential Duties and Responsibilities:

  • Conduct outreach and build maintain and cultivate relationships with congressional offices and coalition partners
  • Work internally with program teams and the subject matter experts to educate Congress about the National Partnerships policy agenda and when appropriate develop strategies and tactics to build towards policy change
  • Represent the National Partnership in select coalitions at conferences and in other public forums
  • Brief write memos and staff the National Partnership President and other staff as appropriate
  • Support Communications strategy and help identify opportunities to the communications team and respond to requests from and provide interviews to media outlets
  • Coordinate integrate and support work with fellow congressional relations directors
  • Collaborate with the Director of Corporate Social Impact Policies to develop programming for the National Partnerships business partners provide policy best practices and contribute to business engagement strategy
  • Research and develop policy initiatives that might align with corporate social responsibility and National Partnership issue areas
  • Contribute to the revenue generation of the team by helping to write grant proposals and reports meet with funders and solicit contributions
  • Manage intern recruitment and supervise interns on a rotating basis
  • Analysis of relevant Supreme Court cases and legislation

Qualifications Knowledge & Skills Required:

  • Interest in working to influence the policymaking process rather than opine about it and a demonstrated track record of building and maintaining congressional relationships
  • Demonstrated track record of implementing tactics and strategies that influenced Members of Congress
  • Ability to clarify and summarize complex issues verbally and in writing with the ability to influence internal and external stakeholders
  • Proven ability to identify and predict congressional health policy priorities and strategize based on those waves of action
  • Expertise on Affordable Care Act Medicaid health care reform and systems of health care delivery maternal health and womens health appropriations process and HHS health programs. Health privacy and technology knowledge strongly preferred
  • Ability to shift gears from thinking on your feet to developing a long game plan
  • Ability to collaborate across different teams with a solutions oriented mindset
  • Experience and ability to incorporate race equity into your work in a way that doesnt feel superficial and you know how to reach out to partner organizations and build alliances
  • Ability to distill complex information to policymakers and likewise distill complex legislative strategy to policy teams
  • Familiarity with the womens community and with the National Partnerships core issues such as paid leave equal pay health equity and maternal health preferred
  • Ability to analyze legislation or draft legislative language quickly and accurately


Classification:

The National Partnership recognizes a staff bargaining unit National Partnership United affiliated with the Nonprofit Professional Employees Union/IFPTE Local 70 a union for nonprofit workers. This position is included in the NP United bargaining unit. Specific employment terms are subject to collective bargaining.


Salary and Benefits:

The salary range for this role is $130650 $156183 with the exact salary determined by years of relevant experience in alignment with NPWFs compensation setting criteria.

The Director of Congressional Relations Health Justice is a fulltime position based in our Washington DC office. The National Partnership maintains a hybrid work environment where staff are required to be in the office a minimum of 4 days per month with additional inoffice and inperson days determined by your role and job responsibilities.

The National Partnership is a 50 person staff that fosters a collaborative culture. We have a collegial work environment. New employees must be fully vaccinated before their start date and uptodate as soon as eligible unless an exemption due to a medical condition or a sincerely held religious belief or practice is granted.
