The County of Riverside Riverside University Health System (RUHS) Behavioral Health Department seeks a Staff Development Officer to join the team.This job opening will serve to fill a Staff Development Officer vacancyin Riverside.

Under the supervision of the PEI Manager this position will support the implementation and evaluation of specific Prevention and Early Intervention evidencebased and/or evidenceinformed practices that are implemented throughout Riverside County. The Staff Development Officer develops a plan with providers when fidelity falls below 80 or missing fidelity elements for remediation and/or additional coaching/training to assist providers in attaining a passing fidelity rating. Additional duties include: training facilitation to PEI providers and the general community as well as coordination and planning of large conferences and community events.

Duties include but no limited to:
  • contract monitoring monthly meetings with contract providers in the community
  • live observations participant and provider focus groups
  • chart reviews report writing feedback to improve program delivery fidelity and outcome monitoring
  • designs and develop training programs by determining training/learning objectives and methods of instruction
  • consult with subject matter experts
  • research technical material and develop course outlines lesson plans and other pertinent training/presentation materials or mediums.
The ideal candidate will have experience with implementing an evidencebased practice a thorough understanding of Cognitive Behavioral Therapy and skills in developing training curriculum and PowerPoint presentations.

Schedule: 9/80

This position will require driving and traveling throughout Riverside County



EXAMPLES OF ESSENTIAL DUTIES

Plan develop coordinate conduct and evaluate one or more phases of a departmental staff developmenttraining program for professional supervisory and management staff.

Make recommendations regarding training goals and objectives and the methods best suited to meet them.

Write training proposals and develop an annual training plan for assigned segments of the departmental training and staff development program.

Plan organize and supervise an induction training program for new staff including trainees; may assign trainees to field assignments for onthejob training during the induction training period.

Evaluate the performance of trainees through personal contact and discussions with field assignment supervisors.

Make recommendations regarding retention or termination of trainees or recommend other action as appropriate.

Plan develop and conduct a training program for departmental supervisory and middle management staff; monitor the progress of training participants.

Provide consultation to training participants supervisors recommending corrective or other action as appropriate; prepare and conduct training sessions in selected subject areas for management staff including staff from other County departments.

Conduct an annual needs assessment survey to determine training and staff development needs of management supervisory and other departmental staff.

Recommend and develop specialized programs to meet identified inservice training needs.

Obtain services of qualified subject matter specialists to act as lecturers and consultants as appropriate.

Train and utilize department staff to conduct segments of training programs as appropriate; prepare and administer evaluative tools to measure the effectiveness of the training program.

Confer with department supervisory personnel to evaluate past programs and coordinate the training schedule with departmental operations.

Study training educational social work management and supervisory methods.

Locate and utilize available resources such as educational distribution organizations and other organizations and agencies concerned with training; maintain a clearinghouse of jobrelated training from a wide variety of resources.

Positions assigned to the Department of Public Social Services screen assign and supervise undergraduate interns in social service field assignments.

Provide direct clinical casework supervision to Social Services Practitioner candidates in field placement assignments; may provide supervisory consultation to candidates for either the MFC or CSW stateissued license.

Maintain comprehensive records for audit purposes.

MINIMUM QUALIFICATIONS

OPTION I
Education: Graduation from an accredited college or university with a bachelors degree preferably with a major in psychology sociology social welfare social/human services behavioral sciences education business public administration or a related field to the assignment. (A masters degree from an accredited college or university in social work may be required for some positions in this class.

Experience: Two years as a County of Riverside Social Services Practitioner III or equivalent class in a public or private welfare agency.

OPTION II
Education: Graduation from an accredited college or university with a bachelors degree preferably with a major in psychology sociology social welfare social or human services behavioral sciences education business public administration or a related field to the assignment. (A masters degree from an accredited college or university in social work may be required for some positions in this class).

Experience: Two years of planning organizing and conducting employee or employment development training programs in a commercial industrial or governmental organization. (A masters degree from an accredited college or university in social work business or public administration may substitute for one year of the required experience.

OPTION III
Education: Graduation from an accredited college or university with a bachelors degree preferably with a major in psychology sociology social welfare social or human services behavioral sciences education business public administration or a related field to the assignment. (A masters degree from an accredited college or university in social work may be required for some positions in this class).

Experience: Two years of teaching undergraduate or graduate curriculum in the behavioral sciences at an accredited college or university. (A masters degree from an accredited college or university in social work nursing business public or personnel administration may substitute for one year of the required experience.

ALL OPTIONS
Knowledge of: Modern principles and techniques of employee training and supervision; principles and theories of organizational development; leadership and group dynamics; professional training techniques and resources; basic principles and techniques of public administration and personnel management including employee counseling; the provisions of the Welfare and Institutions Code and other legislative and regulatory material in the social service field; the organizations and functions of county social service agencies; basic statistical concepts and research methods for evaluating the effectiveness of training programs; assessment techniques and evaluation methods.

Ability to: Plan develop organize and evaluate employee training; write manuals handbooks lesson plans and syllabi; develop visual aid and other instructional material to meet specific training needs; assess training needs; interpret and apply statistical data; speak effectively and lead discussion groups; work cooperatively with other departmental and County personnel and representatives of other agencies; effectively train and supervise professional staff.

License/Certificate: Possession of a valid California Drivers License may be required.

License Requirement through the California Board of Behavioral Sciences: Licensed Marriage and Family Therapist Licensed Clinical Social Worker Licensed Professional Clinical Counselor or Licensed Psychologist
