Job Title:ASSISTANT MANAGER BUILDING MAINTENANCE

Shift Schedule:8:00AM 4:30PM Monday through Friday; overtime as conditions require. Subject to being called 24 hours a day seven days a week for emergencies dueto inclement weather conditions. Must carry Authority provided cell phone orother communications device when off duty.

Starting Pay Range:$90157.78 $105000.00 commensurate with experience.

JOB SUMMARY:This position is primarily responsible for the maintenance operation and repair of all Norfolk Airport Authority buildings and equipment.

ESSENTIAL JOB FUNCTIONS:The following duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Coordinate general supervision over all functions of the Building Maintenance Department with the Manager.
  2. Assist the Manager with responsibility for the structural maintenance of all Airport buildings the operation maintenance and repair of all heating cooling and ventilating systemrelated machinery repair of all plumbing systems operation maintenance and repair of all electrical distribution equipment apparatus.
  3. Assist the Manager with Instructing departmental personnel in properly using and maintaining tools and equipment.
  4. Track and inventory tools and equipment. Ensure tools and equipment are in good and safe working order.
  5. Initiate the purchase of departmental supplies and materials through the Manager.
  6. Prepare reports for local and state agencies.
  7. Onsite snow removal operations.
  8. Knowledge and ability to operate current energy management system (EMS).
  9. Assist in developing planning and implementing preventive maintenance programs scheduling inspections and repairs using the current CMMS program in coordination with other operating activities.
  10. Supervises all personnel in the Building Maintenance department. This includes orientation training evaluation and job assignments for personnel in the department. Ability to promote teamwork good morale and cooperation through the implementation of effective supervisory practices.
  11. Alternating oncall rotation.
  12. Assist in preparing the department budget and annual planning effort for capital improvements.
  13. Assist in formulating and implementing strategies for providing responsive customer services to tenants other departments and the public.
  14. Performs other duties as assigned and directed.
  15. Administer and adhere to all Authority policies and guidelines.

KNOWLEDGE SKILLS AND ABILITIES:The following generally describes the knowledge skills and abilities required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties.

  1. The individual must possess a thorough knowledge of related building trades including electrical repairs plumbing plaster and masonry repair painting and locksmithing. ability to lay out assign and supervise the work of others.
  2. Ability to work from specifications blueprints and written instructions.
  3. Maintain clear and concise communication with both staff and management.
  4. Proficient in the practices tools and materials utilized for the maintenance of mechanical electrical and sanitary equipment
  5. Proficient in using Microsoft programs and CMMS systems.

EDUCATION/TRAINING:

  1. Minimum two years of college or technical certification preferred.

EXPERIENCE:

  1. Minimum three years of Supervisory experience or other leadership role.
  2. Five years journeyman experience in one or more skilled trades; supervisory experience; or any equivalent combination of experience and training sufficient to indicate ability to accomplish assigned responsibilities.

SPECIAL REQUIREMENTS:

  1. Possess a valid drivers license and must meet NAA driving record requirements.
  2. Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.

EQUIPMENT OPERATION:Knowledge and experience in operating air compressors motor vehicles snow equipment hand tools pallet jacks hydraulic lifts woodworking equipment and personal computers.

PHYSICAL & MENTAL DEMANDS:Persons with disabilities may be able to perform the essential duties of this class with reasonable accommodation. The employee is required to bend stoop squat push pull stand and walk extensively. The employee must be able to climb ladders with tools reach overhead lift and move objects up to 50lbs. and work in awkward positions. Read blueprints and computer printouts. The employee must demonstrate the ability to perform these essential functions during their physical examinations.

WORKING CONDITIONS/HAZARDS:Exposed to H2O treatment chemicals; refrigerants; natural gas; high noise levels; high speed equipment; high voltage; acids; alkalis; extensive hours during snow removal; penetrating fluids; and other aerosol/liquid chemicals.

DRIVING RECORD REQUIREMENTS: All drivers must be at least 21 years of age licensed for at least 3 years have the type of license required by their state for the vehicles operated and meet the following driving record standards.

Committing a Felony with a Motor Vehicle

DWI/DUI

Drug Offense

Eluding a Police Officer

Foreign citizens with no historical driving record available to us

Hit Run / Leaving the Scene of an accident

Lending an Operators License or Registration to Another

Open Container Violation

Passing a Stopped School Bus

Racing or Speed Contest Violation

Reckless Driving

Speeding 25 mph or more above speed limit

Suspended License History Drivers who have had 3 or more license suspensions as a result of moving violations

Temporary Operators Permit

Two or more at fault accident convictions

Vehicle Manslaughter/Homicide

Three or more moving violations within the past 12 months

Note: Texting or cell phone violations are considered moving violations because they increase the chance of being in an accident.
