You will be updated with latest job alerts via emailThis position is responsible for all aspects of implementing efforts to achieve Functional Zero for youth and young adult homelessness in identified communities in Washington state. Functional zero is an established set of benchmarks used to determine if a community has effectively ended homelessness through performance improvement projects using quality realtime comprehensive data to ensure homelessness is rare brief and nonreoccurring. This position coordinates education coaching and technical assistance in supporting identified communities to build capacity and sustainably integrate functional zero methodology with OHY program grants and other homelessness response systems. This position makes policy recommendations and develops strategies to end youth homelessness.
Enable communitybased teams to lead their own performance improvement
Tasks include:
Engage communities and build networks to align resources measure impact enhance
capacity and advocate for systemic change.
Model usage of project management tools and principles to define and manage project
scope document and monitor timelines and deliverables and resolve risks and barriers.
Utilizing performance enhancing tools problem analysis and measurement practices.
Assess resource allocation efficiency and efficacy in achieving milestones.
Participate in communitybased meetings and collaborate with local leadership.
Provide training coaching and technical assistance on data collection and analysis project
management and change management methodology and techniques.
Provide support for communities to integrate youth and young adult lived expertise into
service delivery including but not limited to supporting Youth Action Boards hiring lived
expert staff and collecting and responding to participant feedback.
Program Management
Tasks include:
Oversee implementation of Functional Zero methodology in partnership with Community
Solutions for OHYfunded projects in identified communities.
Participate in Community Solutions Large Scale Change Team to complete training as a
PlaceBased Coach.
Build sustainable capacity for scaling Functional Zero efforts and lead critical elements of
strategy cycles at sixmonth intervals.
Develop policies procedures work plans and trainings in support of establishing OHY as
the statewide intermediary for efforts to achieve Functional Zero.
Develop applications and manage requests for funding in identified communities.
Develop and implement performance measures to track projects and system level
outcomes through Homeless Management Information System (HMIS) and other data systems.
Oversee program continuous quality improvement and monitoring processes.
Act as liaison with state government partners for participation in Functional Zero efforts (child
welfare juvenile justice behavioral health education employment etc..
Facilitate shared learnings and technical assistance across identified communities.
Inform and shape the alignment of state federal and Functional Zero methodology for
cohesive service provision throughout Washington State.
Understand Office of Homeless Youth initiatives and build connectivity with Functional Zero
and other state and federal efforts.
Coordinate with OHY staff to ensure identified grants are utilized in service of communities
goals around Functional Zero.
Develop partnerships between OHY and identified communities operations and a
cohesive statewide service model.
Tasks include:
Lead project communication and establish clear communication protocols between OHY
Community Solutions local communities and other stakeholders in order to ensure
coordination across various initiatives.
Support outreach efforts stakeholder engagement and technical development of a strategic
plan in identified communities.
Identify local capacity available resources and unmet need to end youth homelessness.
Elevate equity for youth of color and 2LGBTQIA youth.
Provide expert advice and consultation to management internal departments and outside
organizations with diverse and conflicting interests.
Collaborate with stakeholders such as Department of Children Youth & Families (DCYF) behavioral health organizations school
districts juvenile detention centers and others to share best practices in order to improve
housing outcomes for the people they support.
Collaborate with mainstream systems to identify additional joint investment opportunities
and partnerships that leverage nonhomeless system resources that will assist youth
experiencing homelessness in achieving housing stability.
Stay apprised of legislative changes relating to youth homelessness and their impact on the
local funding processes and disseminate information to partners.
Connect service providers to Office of Homeless Youth resources.
Required Qualifications:
Eight years of professional experience in community trade or economic development with a focus on the
delivery of homeless housing assistance or related field;
OR
Eight years total combination of professional and posthigh school equivalent formal education (including
collegelevel coursework technical and/or vocational education and/or certification programs. Combinations could include but not are not limited to:
Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or instate travel to attend events or meetings may be required. If selected you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remotely or have a hybrid schedule.
