Are you looking for a high profile and dynamic role which will bring you in contact with a wide range of stakeholders To help us deliver our responsibilities we are seeking an experienced individual to fill the Transport Resilience Manager role within the Operations Team in the Roads Directorate.

Operations is engaged in delivering and developing a number of outward facing services within Transport Scotlands Roads Directorate. The teams objectives are directly linked to the service that customers experience as they use the trunk road network. The resilience functionality is provided by a Contracts Team and an Events Teams and they report to the National Operations Manager Resilience.

Responsibilities

  • Provide secretariat function for both the Transport Scotland Resilience Board and Transport Scotland Resilience Operational Group. This will involve taking ownership of certain actions resulting from both forums.
  • Development of our transport resilience arrangements based on Preparing Scotlands principle of Integrated Emergency Management (IEM): Assessment Prevention Preparation Response and Recovery.
  • Contribute to the development of transport resilience civil contingency work programmes using robust project management principles and taking cognisance of the UK National Security Risk Register and Scottish Risk Assessment (SRA) risk landscape.
  • Internal and external stakeholder engagement with resilience partners at a local regional and national level.
  • Ensure Ministers are provided with appropriate advice on both planned and unplanned resilience events which may impact the trunk road network. This includes managing and coordinating the out of hours oncall provision.
  • Support with the impact assessment of transport related risks contained within the UK National Risk Assessment (NRA) and Scottish Risk Assessment (SRA). This will require engagement across key resilience partners including government bodies.
  • Support major public events which may adversely impact the strategic transport network to ensure their transport plans are well developed resilient and delivered.
  • Support the preparation activation and operation of the MART and TSRR for major planned events and unplanned incidents and be a member of the response team during activations as well as supporting with our out of hours oncall function.

  1. Demonstrable experience of successfully delivering a range of priorities in a complex and challenging environment with a flexible approach to team working.
  2. Demonstrable experience of working with a wide range of stakeholders developing and maintaining credible relationships and experience in providing advice and support to senior management and Ministers.

Working Pattern

Our standard hours are 35 hours per week. We offer a range of flexible and hybrid working options depending on the needs of the role. If you have specific questions about the role you are applying for please contact us.

Location

This post is based inGlasgow or Edinburgh with hybrid working in line with current Transport Scotland policies. You will be expected to be office based twice per week pro rata.
