Job Description

Position Specific Description

Recruitment Number 25049TY Court Operations Specialist III (Human Resources Supervisor) SR20 Honolulu Oahu.

Note: As the First Circuit includes major courthouses and operations in both Honolulu and Kapolei this position may be located in either the Kapolei Judiciary Complex or Kaahumanu Hale with travel between the sites to manage operations and conduct interviews/meetings as determined by the supervisor.

Note: This position requires a current valid drivers license to operate a motor vehicle.

Summary of Duties

This position is located in the First Circuit Administrative Services Division Human Resources (HR) Unit. The primary function of this position is that of a staff specialist and supervisor of HR Unit 2. Duties and responsibilities include assisting the Chief Court Administrator and higherlevel Court Operations Specialists in researching investigating and following up on personnel matters such as attendance and leave management abandonment substandard performance overpayment workers compensation etc.

The position develops recommends evaluates reviews and revises policies procedures methods and/or techniques focused on personnel matters within the First Circuit; develops systems and methods to implement objectives; develops manuals guidelines policies and procedures involving programs and operations; researches plans and coordinates new projects; and evaluates effectiveness and adequacy of program standards and makes recommendations for changes.

As the First Circuit includes major courthouses and operations in both Honolulu and Kapolei this position may be located in either the Kapolei Judiciary Complex or Kaahumanu Hale with travel between the sites as determined by the supervisor.

The incumbent is responsible for providing strategic HR leadership supervision and operational oversight. In addition this position focuses on improving HR processes and managing the daytoday operations of the HR unit. The incumbent serves as a key resource for employees and management in addressing HRrelated matters.

Minimum Qualification Requirements

Education: Graduation from an accredited college or university with a Bachelors degree. Progressively responsible experience in administrative professional investigative technical or other responsible work which has provided a general background of the type and quality described below may be substituted for the Bachelors degree on a yearforyear basis.

Specialized Experience: One and onehalf 11/2 years of progressively responsible professional work experience in one or combination of the following:

A. Analyzing evaluating developing improving managerial policies practices systems methods and procedures; and considering the relationships among resources facilities services needs and values; and/or

B. Independently performing professional work involving written analysis evaluation and recommendations for problem resolution in a court or legal setting or those social work or administrative programs of the courts. Examples of this type of professional work include assistant court administrator social worker data processing systems analyst program budget analyst program evaluation analyst personnel management specialist research statistician planner etc. with professional work experience in the court system.

Substitution of Education for Specialized Experience:

1 Satisfactory completion of all academic requirements for a Masters degree in business or public administration or related field from an accredited college or university which demonstrates knowledge skills and abilities in the application of operations research program analysis evaluation methods and techniques may be substituted for one and onehalf 11/2 years of Specialized Experience.

2 Satisfactory completion of all academic requirements for a Ph.D. degree in business or public administration or related field from an accredited college or university which demonstrates knowledge skills and abilities in the application of operations research program analysis evaluation methods and techniques may be substitute for two and onehalf 21/2 years of Specialized Experience.

3 Graduation from an accredited law school may be substituted for two and onehalf 21/2 years of Specialized Experience.

Selective Certification Requirement Drivers License: This position requires a current and valid drivers license to operate a motor vehicle.

Desirable Qualifications:

  • Extensive experience preferred in participation and/or primary administrative support in 1 human resources; or 2 complex personnel inquiries grievances and personnel investigations.
  • Supervisory aptitude.
