Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $84981 $97728.

The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.

The Division of Policy Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.

The Office of Quality Improvement (OQI) within the Division of Policy Planning and Measurement (DPPM) evaluates case practice delivered by the Division of Child Protection (DCP). OQI evaluates case practice through three distinct methods: 1. A detailed review of all cases that involve a child fatality in order to identify systemic recommendations for quality improvement; 2. A detailed review of cases selected for ChildStat management accountability and learning sessions that include borough leadership provider agencies (including foster care and preventive when relevant) and the executive leadership team in order to identify opportunities for improving case practice systemwide; 3. A quantitative and qualitative review and analysis of investigations conducted by DCP within each borough and zone leading to reports for DCP senior management and borough leadership to inform improvement planning.

Reporting to the Director of Data Analytics within the Office of Quality Improvement the Data Analyst will be responsible for evaluating quality case practice within the DCP across each borough and zone. The Data Analyst supports the work of the unit and division by creating and maintaining systems that allow for recording of findings and reporting out to ACS leadership and other stakeholders. The Data Analyst position requires someone with strong analytic and organizational skills with the ability to integrate and synthesize different types of data into relevant domains.
Under the supervision of the units Director the responsibilities of the Data Analyst include but are not limited to the following:

Support the development production maintenance and distribution of management reports.
Respond in a timely way to a variety of analytic and informational ad hoc requests from DPPM and ACS leadership.
Perform analytic tasks using individual and/or case level data as well as aggregate data including running queries conducting analyses and developing reports using basic quantitative methods.
Provide written and graphic summaries of key issues and analytic findings.
Perform quality checks on data input by Case Practice Analysts.
Collaborate with IT to secure access to new databases and testing of online review instruments.
Coordinate and facilitate interreliability studies in order to gather information on efficacy of case review instruments and implement needed changes to improve interrater agreement.
Create maintain and support the case selection process for the Zone Based Reviews and ChildStat processes
Support the creation development and maintenance of interactive data analytics dashboards for each zone within the Division of Child Protection. These dashboards will enable zones to access performance data monitor key metrics and track improvements over time for informed decisionmaking.
Conduct overview meetings with each zone to present executive reports summarizing findings from case reviews. These meetings will involve reviewing the report explaining data collection methods and providing guidance on using the findings to enhance case practice within the Division of Child Protection.
Participate in special projects as needed and determined by ACS leadership and DPPM.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
