Salary range is $150k to $260k with a midpoint of $200k. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

GENERAL PURPOSE:
Under the direction from the Transformation Office Executive the Director PMIS (Project Management Information System) will lead and manage the transformation of the Sound Transit organization as we adopt and roll out new project management processes enhanced by digital forms and technology. The project management information system (PMIS) will digitalize the program project and construction lifecycle using an alignment to industry standards and current business practices. This is an ongoing initiative that will be rolled out iteratively as business value is defined. We are looking for a leader with a demonstrated track record for obtaining business results across multiple stakeholder groups. The ideal candidate will demonstrate experience and balance in both business process and technology; development and of a strategic PMIS vision is critical to champion the transformation of Capital Delivery.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional positionspecific duties.
- Develop and manage an implementation plan for full PMIS deployment that meets the business needs of a diverse capital program ranging from megaprojects to service delivery jobs.
- Oversee change management (including process reengineering) across people processes and tools supporting capital delivery.
- Manage consultants/vendors and lead coordination with internal stakeholders and contributors (including a strong interface with IT).
- Concept design and implement a data strategy that enables robust workflow tracking KPIs and continuous process improvement.
- Lead and manage a internal services team performing PMIS administration and developing future system enhancements.
- Design and produce regular reporting to inform capital delivery decisionmaking at the project programmatic and portfolio levels.
- Align strategy to program activities and outputs; defining expected benefits and impacts to the business and stakeholders
- Lead guide and support multiple work streams through the design and implementation of targeted change strategies including identifying change impacts to people process policy and structure
- Ensure stakeholder alignment; including meeting with stakeholder groups and incorporating organization change management practices into delivery
- Develop a thorough project management plan (PMP) to algin project activities stakeholders and deliverables; which will incorporate internal and external stakeholders
- Support program delivery strategy to deliver complex processes and systems; including alignment of roles and responsibilities across project team members
- Drive effective and efficient integrated planning and delivery of people process data and tools capabilities to unlock value for the business
- Document and maintain Business Requirements Documents based on the needs of internal stakeholders including engineering procurement construction and project controls teams to ensure new tools and/or solutions meet specific needs of the collective organization.
- Build and maintain effective partnerships with key crossfunctional leaders and project team
- Support Sound Transit wider initiatives to establish and maintain governance processes ensuring compliance with master data management enterprise policies and standards
- Represent and evangelize the benefits of the business transformation
- Collaborate with implementation partners to develop and execute valuedriven project metrics and reporting including executive leadership level presentations and reports
- Manage communication and actively engage stakeholders including senior management on program status deliverables and expected benefits
- Oversee the entire development lifecycle; from process reengineering project metrics and KPIs software implementation reporting and metrics migration and integration.
- Represent stakeholder requirements and executive guide posts in key decisionmaking activities; escalate or engage sponsors as needed
- Develop training content (with consultants as required) and ensure proper training and support are provided to endusers to facilitate smooth adoption of the new system. Train and mentor team members on best practices in the use of PMIS and digital tools.
- Administration: Monitor and support tools postimplementation. Work collaboratively with crossfunctional teams to identify opportunities prioritize strategic initiatives develop project plans and implement enhancements.
- Administration: Manage system administrators support and end user tools and continuously manage roll out of improved features and functionality.

MINIMUM QUALIFICATIONS:
Education and Experience:Bachelors Degree inComputer Science Engineering Information Technology Business Administration Information Systems Project Management or closely related field. Eightyears of experience leading analytics reporting or controls efforts on megaprojects or largescale capital programs including leading successful complex digital transformation programs involving crossfunctional teams including digital product process project/program management transition management design engineering architecture etc.Or an equivalent combination of education and experience.Sixyears leadership budgetary planning and workforce management.

- PMP PgMP or similar certification
Required Knowledge and Skills:
- Advanced knowledge of the construction lifecycle on small and large projects; preferably on the owner side
- Strong analytical and quantitative skills; ability to drive datadriven decisions
- Experience with data visualization and business intelligence experience (Power BI Tableau Crystal) Database administration (SQL) familiarity with common construction management applications like P6 MS Project Autodesk Bluebeam SAP or similar financial systems risk software etc.
- Experience designing implementing and managing Ownercentric Project Management Information Systems
