Job Description

Des Moines Public Schools is looking for and accepting applications from dynamic leaders in Teaching & Learning for our Student Services Director position.

The salary range shared below represents the minimum to the midpoint of the salary range. Candidates offered employment will be compensated based on skills work experience and education. This position will also qualify for a 14 Tax Sheltered Annuity (TSA) in addition to the base salary.

BASIC FUNCTION:

Provides leadership in the development implementation and management of the Districts multitiered system of support (MTSS). Provides guidance and leadership to building and district administrators in the implementation of instructional and support services at all levels of the continuum including special education supports and services. In partnership with other district level administrators the director develops plans and leads board goal work with a particular emphasis focused on access equity engagement health and wellbeing community building social emotional learning and safety. Establishes and nurtures partnerships and engagement within the District and other organizations and agencies in support of student family and community success. This position requires continuous use of independent judgment. The essential functions as shown below represent only the key areas of responsibility; specific position requirements will vary depending on the needs of the Leadership and Learning Division.

ESSENTIAL FUNCTIONS:

  1. Design implement and evaluate the Integrated Services Model district wide while ensuring supports and services are equitable within every school in the district.
  2. Supervise plan and lead the design and implementation of a healthy multitiered system of support across all schools.
  3. Develop and lead a vision toward equity in policy program design decision making that is inclusive of all learners. including students with disabilities as identified under Section 504 of the Rehabilitation Act or the Individuals with Disabilities Education Act.
  4. Supervise the implementation of district wide programs and initiatives such as counseling and social emotional learning.
  5. Supervise the implementation of special education services supports and processes for students with disabilities district wide and parochial/private/charter schools.
  6. Develop implementation plans and monitoring systems and deliver training packages and support based on data including corrective action when required.
  7. Supervise and develop action plans to deploy personnel (ex: Student Services Coordinators Des Moines Training Team Professional Learning Facilitators) who directly support building leaders and teachers.
  8. Manage multiple largescale state and federal budgets to support school and district programming.
  9. Evaluate coach and/or deploy both certified and classified staff including program coordinators social workers psychologists consultants speech language pathologists (SLP) SLP assistants occupational therapists physical therapists assistive technology specialists board certified behavior analysts autism strategists professional learning facilitators itinerant teachers orientation and mobility specialists sign language interpreters associates and district wide program teachers and staff.
  10. Supervise and direct the Child Find process in accordance with state and federal
  11. Represent the district and resolve conflict as it relates to due process and mediation
  12. Fulfill the role and duties of building principal and instructional leader for district wide programs (see principal job description).
  13. Coach and support school and program leaders (ex.: principals and associate principals) in the following areas:
  • School culture with a focus on learning continuous improvement innovation and collaborative practice.
  • Systems to monitor and evaluate teacher performance to improve instruction.
  • Datadriven instructional practices to analyze and improve student learning.
  • Researchbased instructional framework to observe teacher practice provide feedback and plan individual and collective professional development to meet identified needs.
  • Use of financial resources time facilities technology and partnerships innovatively and equitably to accomplish the goal of powerful teaching and learning for all students.
  • Development of instructional leadership capacity among principals and leadership teams.
  • Progress monitoring of district goals.

  1. Supervise the collaboration and work of district support teams to ensure supports for families in the school and community. (i.e. working with communitybased organizations Easter Seals Health & Human Services and Therapy programs)
  2. Use of Iowa Standards for School Leaders (ISSL) and evaluation model to supervise coach and evaluate principals associate principals and student services coordinators.
  3. Provide oversight support and supervision for extended school year and Early ACCESS Services provided yearround.

HIRING SPECIFICATIONS:

Required Education and Experience:

  1. Masters degree in education Educational Leadership Special Education or related field.
  2. Valid Iowa Administrator license with evaluator approval.
  3. Experience in educational leadership with an emphasis on special education in an urban setting.

Skills Knowledge and Abilities:

  1. Strong interpersonal skills with a desire and willingness to work with individuals and teams to address issues related to complex matters.
  2. Effective communication skills both oral and written.
  3. Experience in systems work and problem solving at a high level.
  4. Ability to interpret analyze and use data to make and implement a plan for improvement.
