Purpose:
The multidisciplinary Clean Air team at CEEW generates data and evidence todrive scalable action and strengthen the capacity of governments and industriesthrough institutional collaborations towards improving Indias air quality. The CA team works across seven different verticals: crop residue managementclean cooking solid waste management industrial pollution management cleanconstruction air quality governance and air quality data analytics &forecasting. The teams research work is supported by five levers of change:building the capacity of government agencies generating transparent andcredible data developing innovative solutions demonstrating industrialleadership and raising public demand for clean air.
The CA team seeks to hire a seasoned expert as a Senior Programme Lead to build andexpand our work on air quality governance and data analytics at the nationalstate and city levels. The candidate would also be required to support work inother verticals as needed. This role involves a mix of managerial technicaland networking skills. The ideal candidate should have a deep understanding ofthe air quality policy frameworks and data infrastructure in India as well astechnical skills to do a deep dive into air quality and meteorology data.Further the candidate should have excellent oral and written communicationskills. An ideal candidate would have the capacity and experience to drivegovernment engagements independently and can draft briefing notes and policydocuments under tight deadlines.
JobDuties and Accountabilities
Strategy
Contribute to the development of strategyand plan for the Clean Air programme at CEEW that aligns with institutional andnational priorities
Engage with current and potentialfunders and stakeholders (relevant central/ state/ city level entities otherpolicy/ academic research institutions) for partnerships and resourcemobilisation
Develop and maintain networkswithin all key government ministries to drive the clean air agenda
Research
Endtoend ownership of a fewflagship team projects/products and lead at least two proposals under competitivegrants
Generate and pursue independentand original research ideas and curate projects that are both policyrelevantand align with the teams vision and mission
Generate and disseminate knowledgeand findings from studies and implementations by way of policy reportspresentations memos short reports opinion pieces videos etc. with thehelp of CEEWs outreach team. Periodically publish in high quality peerreviewed national and international journals.
Evaluate the quality of draft dataanalyses and reports prepared by direct reports as well as all researchproducts under the air quality governance and data analytics & forecastingverticals
Proactively participate inknowledgetransfer activities including collaborative meetings conferencesand training workshops with other research groups and institutions.
Travel to project sites whenrequired to conduct interviews or collect data for different research projects
Project and peoplemanagement
Manage a multidisciplinary subteamof Programme Lead Programme Associates and Research Analysts on a daytodaybasis
Expand the Clean Air team byassisting in hiring the right set of people at various levels to drive thestrategy and execute the plan
Ensure timely project deliverablesfinancial reporting and budgeting for specific projects
Present results of research atnational and international conferences meetings seminars and workshops andthrough personal contacts and networks
Perform other duties occasionallywhich are not included above but which would be consistent with the role
ShortlistingCriteria
Education
PhD or masters degree inenvironmental studies environmental engineering or other related fields.
Sound understanding of Indias airquality policy and regulatory environment
Strong research background with anadequate understanding of research methods and quantitative skills
Work experience
1015 years of experience in theair quality domain especially in data analytics and policy governance
Prior experience working onprojects focussing on air quality management air pollution and urbangovernance.
Proven track record ofpublications in highimpact journals policy memos and reports
Key skills
Excellent project managementskills.
Excellent written and oral communicationskills.
Competent in using statistical andspatial analytical tools. Knowledge of languages such as R/Python will be anadvantage.
Demonstrated abilities to managemultiple priorities projects and internal/external resources in a fastpaced environmentwhile meeting deadlines and quality standards.
Striving for rigour in researchand quality in work output.
Ability to work in aninterdisciplinary and multicultural environment and being able to independentlydrive research with minimum assistance.
