DES is seeking an experienced and highly motivated individual to join our team as a Contracts Manager to serve as the primary point of contact and coordination for contract actions. The Contracts Manager serves as a single point of accountability for the Division of Aging and Adult Services (DAAS) with regrads to vendor engagement contract design and development contractual actions and/or sanctions contract maintenance and contract strategy. This position manages and supervises all DAAS FBO Contracts Unit positions and provides leadership to support staff. This includes hiring staff performance evaluations advising and training staff making work assignments coordinating all work efforts and overseeing contractrelated problem resolution.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Essential Duties and Responsibilities include but are not limited to:

Develop and oversee the strategic direction and implementation of the Divisions contracts and monitoring program to include but not limited to business process reengineering efforts outreach and recruitment of qualified staff as well as technical assistance informational support and resources for DAAS providers with the goal to increasing contract compliance and the provision of quality services.
Identify and review performance metrics program data and prepare detailed reports to identify trends and address issues and/or challenges. Utilize quality and process improvement strategies and effective decisionmaking to increase DAAS provider compliance. Develop comprehensive work plans and timelines for Provider Agreements and amendments.
Manage team responsible for implementing a highquality contracts and monitoring program for all DAAS providers. Oversees workflow to ensure all goals timelines and performance standards are met. Supervise train coach mentor and evaluates staff performance. Conduct team meetings. Resolve issues and offer feedback. Provides activity updates to leadership.
Develop and ensure consistent implementation of standard of work policies and procedures training and assessment tools and monitoring practices to effectively implement activities and tasks; Communicate effectively with all stakeholders including internal staff the DAAS Provider Networks DES Support Administrations other Division administrations and external state and federal partners.
Review and approve complex corrective action plans and all terminations of contracts; lead division contract negotiation with vendors and providers; collaborate with administrative entities and/or other state agencies regarding provider payment issues performance noncompliance audits and fraud investigations.

Knowledge of:
Department policy state statute federal law rules and regulations pertaining to DAAS
Supervisory and work management techniques.
Contracting and purchasing activities in accordance with the Arizona Procurement Code
Methods/techniques used for effective case management including time management priority setting and policy controls contract compliance and recordkeeping techniques.

Skill In:
Leading programs and initiatives including developing and implementing work plans and timelines.
Analyzing data identifying trends and root cause analysis.
Navigating situations with minimal data and/or information and identifying or recommending the best course of action.
Giving presentations before internal and external stakeholder groups as required and when representing the department.

Ability to:
Effectively manage and supervise staff and teams. Direct mentor and train others.
Absorb interpret and assimilate large quantities of data and written materials regarding state and federal laws rules and policies related to multiple programs.
Adapt to changing priorities.
Prioritize team activities to meet policy guidelines and procedures.

This position may require driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements.Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.
Successfully pass background and reference checks; employment is contingent upon completion of the abovementioned process and the agencys ability to reasonably accommodate any restrictions.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (EVerify).
