The Division of Personnel Management (DPM) has launched Project tHRive to improve
technology and process consistency throughout functional areas. The division currently has staff
distributed throughout State agencies and as a result utilizes various processes and systems to
do the same work. The Certified Project Manager III will lead the delivery of projects that are
designed to find common processes and systems to be utilized throughout the State. These
projects are designed to create consistent and effective HR service delivery for customers and
employees. This role will manage the overall program ensuring that the strategic business
outcomes are what is being pursued and delivered by project implementations. This role will
deliver success by leading teams and following project management methodologies.
This Project Manager role will be assigned to work with the DPM and will report directly to the
Department of Enterprise Technology (DET) IT PMO. Key focus areas include: enabling
strategy through the oversight of individual projects facilitating issue escalation and
resolution reporting out to key stakeholders managing leadership priorities and aligning with
resource managers project leads working groups SMEs and steering committees to provide
program/project guidance for successful .
Responsibilities:
Manage of tHRive projects exercising organizational leadership and
management skills to deliver projects successfully
Lead and facilitate functional and sometimes crossfunctional teams in defining project
goals deliverables milestones resources budget and schedule
Provide timely and accurate communications to stakeholders including overall status
health and business benefits tracking for projects
Deliver key messages regarding all project initiatives within the program(s). Direct the
communication of status issue and risk disposition to all stakeholders including senior
management on a timely basis
Lead project teams in developing implementing and applying standard processes for
risk management issue management quality assurance project delivery financial
management and project communications
Forecast resourcing needs and develop/modify plans accordingly to achieve desired
results
Facilitate and contribute to continuous improvement of a standard PM methodology
including but not limited to project approval and reporting
Apply structured Change Management methods to projects and lead change
management activities including stakeholder assessment communication training/
coaching and resistance management
Mentor and train business team members to build consistent project delivery and change
management practices throughout DPM
Champion change and innovation by socializing a forwardthinking portfolio of projects
and roadmap
Skills and experience
5 years of Project Management 3 years of Project Program Management
A client service mindset with attention to detail
Ability to prioritize meet deadlines and escalate issues to relevant parties
Excellent written and verbal communication skills
Experience working with project managers/leads to provide project management
expertise and support
Experience working in and leading an organization going through consolidation
reorganization or merger
