The Maryland Office of the Public Defender (MOPD) seeks anexperienced zealous dedicated and demonstrated leader to serve as theSupervising Attorney for the Juvenile Division for District VII (Anne ArundelCounty). Overview Of The Position
MOPD Juvenile Defenders provide consistent clientcenteredrepresentation to their clients from their first court appearance throughdisposition as well as postdisposition. This vertical representation modelleads to deep and lasting client relationships and continuity of representationacross years and cases. Attorneys work in conjunction with social workersexperts and core staff in a teamoriented environment. Attorneys must be ableto balance a clientcentered approach to representation with advocacy toaddress systemic inequity and the collateral consequences that lead to deepersystem involvement.
The Supervising Attorney working with the leadership teamof District VII coordinates the daytoday operations of Juvenile Divisionincludingattorneys social workers and core staff. The positionreports to the District Public Defender and is located at 1700 Margaret AvenueAnnapolis Maryland 21401.
PrimaryDuties And Responsibilities
Works closely withthe Anne Arundel County (District VII) leadership team to maintain the higheststandards of representation by ensuringaccountability fostering mentorship and developing Districtwide strategy.
Maintain an active caseload of juvenile and transfer cases.
Identify assess and cultivate talent and litigation skillsamongst Juvenile attorneys and staff.
Organize and conduct regular inhouse training programs.
Ensures accountability resourcefulness and excellence throughregular observation and evaluation.
Model a culture of excellence resourcefulness and zealousadvocacy.
Handle administrative matters including but not limited toassigningjuvenile and transfer casesidentifying conflicts assigning conflictcases training and managing a juvenile specific conflict paneland overseeing the administration of juvenileapplications client files and data collection.
Develop strategies and means for advancing litigationand advocacy practices in the office.
Work to identify and advocate for solutions to systemic issues including but not limited to reducingthe use of incarceration addressingdiscriminatory disproportionate contact with the criminal legalsystem unconstitutional police practices theschooltoprison pipeline and the immigrationconsequences of a juvenile arrest.
Works to develop legislative initiatives and shapestatewide positions on issues of youth defense.
Develop collaborative strategies with social workers and corestaff to assist clients and their familiesin matters related to housing educationschool discipline mental health and other collateral matters.
Investigate develop and litigate novel and cuttingedgeConstitutional arguments to advance andexpand the rights of young people in contactwith the juvenile legal system.
Otherduties as assigned by the Public Defender.
Training And Qualifications
Demonstratedleadership mentorship communication client advocacy supervisory andmanagementabilities.
Excellentresearch writing and oral advocacy skills.
Substantialcriminal litigation experience including experience with life cases andcomplex transferandwaiver cases and strong trial skills.
Commitment tozealous and comprehensive defense practice including the ability to representclients in juvenile criminal andadministrative hearings.
Knowledgetraining and experience related to adolescent development neuroscienceeducationmentalhealth treatment and best practices for juvenile rehabilitation.
Ability to work ina fastpaced teamoriented environment.
Excellentinterpersonal and communication skills including the cultural competence tocollaboratewithdiverse stakeholder groups. Proven expertise in communicating with children andadolescentsisstrongly preferred.
Demonstratedcommitment to childrens rights and/or youth defense.
Comfort workingwithin prisons and jails.
Must have an activemembership in good standing in the Maryland Bar or Bar of another State.
Individuals who are members of the Bar ofanother State must be admitted to the Maryland Barwithin18 months of the start date.
Salary
Salary is dependent on experience and the State of Marylandsalary rules will apply to any offer made. This is a promotion opportunity forcurrent MOPD attorneys at Grade 22 or below. This would be a lateral transferfor MOPD attorneys currently at Grade 23.
