Main Purpose of Job
The main purpose of this Operations Specialist position is to aid in leading operations of the Chesapeake Bay National Estuarine Research Reserve (Reserve) in Maryland. This would include research and monitoring fieldwork managing federal awards and contracts and serving as the primary liaison to the partners who make up the components site of the CBNERR.This position serves as a research associate for the collection and assessment of data collected through the Reserves stewardship and research partnerships in support of the Department of Natural Resources coastal management goals requiring advanced knowledge in wetland ecology and data analysis. Duties would include the planning organizing collecting analyzing and data interpretation for research stewardship and monitoring activities of the Maryland Reserve. Additionally this position will support and assist with coastal training and education programs to enhance communication of Reserve initiatives and implementation of data products.The position will manage grants and contracts related to the Reserves annual procurements and awards. They would also manage special awards such as National Estuarine Research Reserves Science Collaborative grant or Procurement Acquisition and Construction grant that would not necessarily be applied for on an annual basis.The Operations Specialist would also serve as the primary liaison to the partners that comprise the components of the Reserve. This includes two County parks systems a bicounty commission three nonprofit entities and a separate unit within Maryland DNR. The Operations Manager would make regular visits to the component sites interacting with site staff and assisting them with projects and activities. They would serve as an advisor to the two friend groups associated with the Reserve.This position also assigns tasks trains and oversees the work of interns and volunteers regarding field work data management and other duties. The Operations Specialist contributes to the development and translation of researchrelated outreach products to end users
POSITION DUTIES
The Department of Natural Resources Chesapeake and Coastal Service Chesapeake Bay National Estuarine Research Reserve in Annapolis Maryland is currently accepting applications for an Operations Manager (Natural Recourses Biologist II).
The main purpose of this Operations Manager Position is to aid in leading operations of the Chesapeake Bay National Estuarine Research Reserve (Reserve) in Maryland. This would include research and monitoring fieldwork managing federal awards and contracts and serving as the primary liaison to the site partners who make up the components of the Reserve. This position serves as a research associate for the collection and assessment of data collected through the Reserves stewardship and research sectors in support of the Department of Natural Resources coastal management goals requiring advanced knowledge in wetland ecology and data analysis. Duties would include planning organizing collecting analyzing and data interpretation for research stewardship and monitoring activities of the Maryland Reserve. Additionally this position will support and assist with coastal training and education programs to enhance communication of Reserve initiatives and serve as primary liaison to the partners that comprise the components of the Reserve.
Duties include:
- Facilitate operations and research by coordinating and planning field site visits and performing field data collection for research and monitoring activities of the Reserve.Perform entry QA/QC analysis interpretation reporting management and communication of existing research and monitoring data according to specific state and Reserve needs and requirements.
- Communication with the public and partners.Serves as the primary liaison to the component site partners. The Operations Manager would make regular visits to the component sites interacting with site staff and assisting them with projects and activities. Contributes with developing information for Reserve related websites and other printed materials including the drafting and updating of the Reserves Site Profiles.
- Operations Support. Conducts purchase and maintenance of equipment and materials needed to conduct various research stewardship and monitoring activities.
- Assists with NERRS related grant management. Prepares requests for funding and ensures that reporting is timely and meets grant requirements
MINIMUM QUALIFICATIONS
Experience:Four years of professional experience conducting research and analysis in thefields of biology biochemistry environmental science natural science naturalresources management botany marine biology marine ecology physicaloceanography ichthyology fisheries management wildlife management or zoologyand two years of experience in performing professional biological workin the field of natural resources management.

1.Candidates may substitute the possession of a Bachelors degree in biologyenvironmental aquaculture natural science natural resources managementbotany marine biology marine ecology or physical oceanography ichthyology fisheriesmanagement wildlife management zoology or a natural resources managementrelated field of study from an accredited college or university and two yearsof experience in performing professional biological work in the field ofnatural resources management for the required experience.
2.Candidates may substitute graduate education beyond a Bachelors degree from anaccredited college or university in a natural resources related field of studyas described above at the rate of 15 graduate credit hours for one year of therequired experience.
3.Candidates may substitute U.S. Armed Forces military serviceexperience asa commissioned officer in the natural resourcesmanagement and biologicalsciences classifications or naturalresources management and biologicalsciences specialty codes inthe wildlife biology field of work on ayearforyear basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Bachelors or higher degree in biology chemistry marine science natural resource management environmental science climate science sustainability or related field.
- Experience with field sampling techniques and boat operations and maintenance.
- Experience with grant management.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
