ROLE:As a Financial analyst youwill collectfinancial data prepares project and program budgets and forecasts performs project level financial management reporting and analysis assess financial risks and recommend appropriate actions. Coordinates and submit contract invoices. Compiles and analyzes key performance metrics in support of Financial Program Management Reviews at the end of the period of performance.RESPONSIBILITIES:
- Performing detailed budget analysis providing solid data informed options to senior leaders.
- Ability to provide shift work support.
- Develops flowcharts for various business processes (e.g. Fund Balance with treasury and unmatched disbursement/collections).
- Researches applicable accounting guidance such as DoDFMR GAAP GAAS.
- Tracks and performs quality control review of artifacts and reconciliations.
- Coordinates and submit contract invoices.
- Performs funding tracking and reporting.
- Employs automated tools and systems to perform project control functions.
- Coordinates commitment and obligations documents as well as accounting and budget systems to the United States Army Pacific (USARPAC).
- Assists in financial reporting and reconciliation.
- Develops automated procedures for inputs and reconciliations
MINIMUM REQUIREMENTS:
- SECURITY CLEARANCE: A current & active Secret clearance is required.
- EDUCATION:
- Masters degreeand 10 years of experience
- OR Bachelors degree and 18 years of experience
- OR Associates degree and 22 years of experience
- ORHS diploma or GED and 22 years of experience
- Masters degreeand 10 years of experience
- EXPERIENCE:
- 5 years of experience in DoD or Government budget roles including tracking and reporting current in a readable easy to understand format
- 5 years of performing detailed budget analysis providing solid data informed options to senior leaders.
- Experience with Army or Joint budgets in a Resource Manager role with large complex budgets such as $50M.
- Experience with Microsoft Power Platforms including BI and Apps.
- Experience with creating Program Objective Memorandums (POMs).
- Experience with creating organizational Spend Plans.
- Certified Defense Financial Manager (CDFM)
- Department of Defense Financial Management Certification Program Level II/III (DoDFMCP).
- 4 years of experience with budget reporting through General Funds Enterprise Business System (GFEBS).
- Experience managing both Army funds and Joint funds and analyzing exercise budgets.
- Joint Professional Military Education Phase I/II
