GENERAL DESCRIPTION:
To design develop manage operate and maintain 24/7 emergency interoperable communication systems for local state tribal and federal public safety agencies within the state of Wyoming as well as nationally.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.- Responsible for the design development installation programming operation and maintenance of all vehicle communication devices associated with the Wyoming Office of Homeland Security (WOHS) and the Office of the Governor. Tasks include the design development installation programming administrative lead operation and maintenance of the following equipment: mobile radios emergency lights and sirens satellite phones portable repeaters portable radios GPS cellular phones amateur radio satellite internet and Voice over IP (VoIP) systems).
- Responsible for the design development installation programming operation and maintenance of all building communications associated with the Wyoming Office of Homeland Security Office of the Governor. Facilities within the state of Wyoming include the Capitol Building and the National Guard Building. Tasks include the design development installation programming operation and maintenance of the following equipment: HF VHF UHF 800MHz and aircraft radio systems internal telephone systems video surveillance and alarm systems internet (broadband and wireless) satellite systems cellular phones tower/antenna systems and portable and fixed generators. Serve as the Communications Security Officer for the agency. Serve as a member of the FEMA Region VIII Regional Communications Coordination Working Group and the FEMA Region VIII Communications Asset Survey Mapping point of contact. Serve as the Cheyenne Airport Access signatory authority.
- Establish and maintain procedures to ensure compliance with FCC and NTIA regulations. Acquire and/or renew applications for operations radio frequencies and station licenses. Create implement and maintain a statewide emergency frequency plan. Provide physical and programming security for communications equipment systems. Provide telecommunications training to agency personnel. Provide subject matter expertise on Integrated Public Alert and Warning System (IPAWS) CodeRed security and special projects. Organize and supervise a volunteer force of licensed radio amateur operators (RACES). Order replacement parts for consumable items and items lost damaged or destroyed. Maintain appropriate records and reports. Write detailed technical specifications for equipment purchases.
Responsible for the Agency GIS program and working with programmers
cartographers data managers analysts and support specialists assigned to local state and federal agencies. - Responsible for the design development installation programming operation and maintenance of specialized electronic equipment. Support maintain and train on the gateway systems in the Regional Emergency Response Team (RERT) trailers. Repair and maintain generators and 106 portable tower system. Installation of internet and telephone cabling systems in state buildings. Installation of audiovisual training equipment. Installation and maintenance of security.
- Responsiblefor24/7 emergency deployment of mobile support and interoperable communications during emergenciesdisastersacts of terrorismand/or by order of the Governor.Maintain the communications cache ofportable radios in an operational state at all times. Operate mobile supportvehicles to include combination vehicles over 26000 lbs.Respond to remotelocations in all types of weather conditionsforpotentially extended periods of time.Perform duties of an All Hazard Type III Communications Unit Leader (COML) in support of interoperable communications functions in the field. during fires events and natural disasters. Plan develop andimplement incident command interoperable communication plans:Travel inand out of state to participate in planningtraining exercises meetingsseminars and conferences.
- Responsible for general communication programs within the state of Wyoming including serving in an advisory role to various state and local boards and commissions as a subject matter expert (SME) on interoperable communications systems. Serve as SME to the Director Deputy Director and Section Chiefs of the Wyoming Office of Homeland Security Public Safety Communications Commission IPAWS Radio Amateur Communication Emergency Service (RACES) and Amateur Radio Emergency Service (ARES). Serve as the GETS/WPS administrator for the agency.
- Coordinate interoperable communications with the Federal Emergency Management Agency (FEMA) National Oceanic Atmospheric Administration (NOAA) National Security Administration (NSA) Federal Communications Commission (FCC) Association of Public Communication Officers (APCO) SHARES Radio. CISA and Emergency Alert System (EAS).
- Serve as the Communications Security Officer for the agency. Serve as a member of the FEMA Region VIII Regional Communications Coordination Working Group and the FEMA Region VII Communications Asset Survey Mapping point of contact.
- Train personnel on proper use of communications equipment. Instruct task force members in the correct use of communications equipment while deployed in a disaster environment. Instruct RERT users in the proper use of interoperable communication systems. Instruct WOHS staff on the deployment of mobile support vehicles and associated equipment generators and portable tower. Adhere to all FCC rules regulations and safety procedures.
- Assist with overseeing and coordinating efforts to improve protect and manage communications infrastructure within the agency and systems within the state. Collaborate with other federal state and local government agencies to develop strategies policies and procedures to safeguard critical communications networks. Work with others to coordinate incident response efforts during communication infrastructure disruptions. Help with development and maintenance of emergency response and recovery plans relating to communications infrastructure.
- Perform other duties as assigned.Responsible for the upkeep and cleanlinessofthe Mobile Support Vehicles.Provide logistic support and inventory control.Perform routine maintenance on motor vehiclestrailersand motorizedequipment to include generators.
Qualifications
PREFERENCES:
Preference given to candidates who are COML certified (NWCG FEMA or CISA)
KNOWLEDGE:- Understanding of all radio communications systems (UHF VHF HF) satellite systems and cellular networks.
- Proficiency in digital and analog communications.
- Proficiency in using and maintaining radio transceivers repeaters and antennas.
- Knowledge of telecommunications test equipment.
- Understanding of emergency power systems such as generators.
MINIMUM QUALIFICATIONS:Education:Bachelors Degree (typically in Telecommunications)Experience:03 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Senior Technical Operations TechnicianCertificates Licenses Registrations:Some agencies may require a Class A Commercial Drivers LicenseOREducation & ExperienceSubstitution:46 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Senior Technical Operations TechnicianCertificates Licenses Registrations:Some agencies may require a Class A Commercial Drivers LicenseNecessary Special Requirements
PHYSICAL WORKING CONDITIONS:
This may include climbing stairs standing carrying items weighing between 050 pounds bending stooping long hours of work as necessitated by the type of incident and exposure to dust and smoke.
