Job Description
- Bachelors Degree from an accredited university required.
- Texas Association of School Business certification preferred.
- Six years of directly related experience including three years as a buyer in either an institutional/government or school district purchasing environment required.
- Demonstrated knowledge of the principles procedures and legal requirements of school district purchasing and contracts.
- Demonstrated know of the principles procedures and requirements of financial accounting.
- Demonstrated ability to assist in strategic planning and situational analysis.
- Demonstrated ability to work in a fastpaced environment with frequent interruptions while managing multiple projects and successfully achieving longterm tasks and project timelines.
- Demonstrated effective interpersonal skills to interact with all levels of employees staff members and the general public.
- Demonstrated planning and problemsolving/investigative skills as required to research inquiries related to job responsibilities.
- Demonstrated ability to gather data compile and analyze information and prepare reports.
- Demonstrated ability to coordinate multiple projects and assignments; high Degree of flexibility required.
- Demonstrated skills in both verbal and written communication.
- Demonstrated ability to provide information to staff in a way that maximizes productivity efficiency and costeffectiveness.
- Computer skills specifically familiarity with Microsoft Windows Microsoft Office and Oracle preferred.
- Reviews scopes of work and prepare solicitation packages and requests for proposals qualifications and information.
- Recommends pricing methodology review draft of technical specifications and rewrite where appropriate to eliminate ambiguities conflicts and misunderstandings.
- Assists with review of work performed by district staff for accuracy and conformance to contracting and regulatory procedures.
- Prepare plan and conduct negotiations or participate in negotiating terms for new work changes and negotiate contracting matters within dollar values; and prepare records of negotiations.
- Prepare recommendation and documents presented to the Board of Trustees for approval.
- Takes a leadership role in teaching monitoring and executing workloads as a team leader for procurement services.
- Acts as a primary point of contact and build relationships for assigned district departments in need of services.
- Assist buyers in the effective daily operations of job responsibilities.
- Serve as the first point of contact for problem resolution for the department.
- Review all proposals and board documents for content and accuracies for the assigned team department.
- Assists with contract compliance contract closeout renewal or extensions of current contracts.
- Review and approve purchase orders/transactions with proper consideration given to quality price and delivery within proper procedures policies and requirements.
- Provides support for the Districts M/WBE participation goals.
- Keep abreast of legal requirements and regulations of purchasing for school districts including such federal state county and city laws as may apply.
