Position Summary
The Supervisor Health Protection operates in accordance with the mandate of the Health Protection and Promotion Act and associated regulations Ontario Public Health Standards and associated protocols and guidelines and all other pertinent legislation to ensure the planning development implementation and evaluation of quality programs.
This position leads an interdisciplinary team comprised of Public Health Nurses Public Health Inspectors Registered Nurses Registered Practical Nurses and Program Support Staff to protect and ensure the health of residents of Lambton County.
Duties and Responsibilities
Staff Monitoring and Supervision:
Assist in interviewing and selection orientation and training scheduling performance management and professional practice issues
Ensure program goals and objectives are met; implementing changes to maintain or improve the level and quality of service delivery and ensuring staff adoption of changes
Assist with developing implementing and reviewing departmental and professional practice policies and procedures and medical directives to be approved by the Medical Officer of Health
Supervise the development and maintenance of information systems as required for planning and monitoring programming in Health Protection
Provide counseling and mentoring to program staff and act as a resource on individual client/file management and program issues
Provide staff development program with a planned orientation period. Coordinate staff training and professional development opportunities
Ensure staff observes professional discipline technical and legal standards in compliance with relevant colleges Regulated Health Professions Act and applicable collective agreements and the confidentiality security and availability of information in accordance with relevant legislation are assured
Assist with the interpretation and applicable Collective Agreements and handling of grievances
Monitor team attendance vacation expense statements and job safety. In addition complete performance evaluations as required. Initiate first level discipline
Planning and Evaluation:
Ensure programs are operating in accordance with the Health Protection & Promotion Act Ontario Health Standards County policies and other relevant legislation.
Assist in developing reviewing and promoting the goals objectives policies and procedures for the program area
Develop and implement operational plans for program areas based on current literature scientific information epidemiology legislation and community needs
Evaluate and review program operations to ensure that activities are effective and evidence based while initiating developing and coordinating research and evaluation initiative within the program area
Assist in ensuring the quality of all professional practice through continuous quality improvement
Assist Manager in identifying potential funding sources such as grants and develop funding proposals and implementation strategies
Communication Collaboration and Consulting:
Review current literature scientific information and federal and provincial guidelines and advise the Manager Health Protection and Medical Officer of Health and community partners of significant trends and/or strategies in public health issues and/or changing communicable disease situations
Review materials for publication to ensure accuracy and cultural appropriateness authorizing related press releases and press packages and routinely responding to requests from the media for program information
Represent Lambton Public Health (LPH) on advisory local and provincial government committees and community and professional organizations with the authority to make decisions consult advise and exchange information on health protection issues while developing negotiating and mediating collaborative projects with multiple community partner agencies and participating in corporate initiatives as required
Promote collaboration with education institutions; plan implement and monitor student placements including assigning staff preceptors evaluating student performance and clinical/practical experience; supervise individuals hired as part of community collaboration projects
Keep the Manager Medical Officer of Health and General Manager informed of any sensitive matters such as infectious disease outbreaks political issues staff problems and any other situations that require prompt attention
Regularly report to the Ministry and/or stakeholders using applicable databases report templates or any other method specified
Financial Accountability:
Assist in monitoring budget and tracking expenses
Authorize program purchases overtime resource acquisition mileage and other expenditures within the approved budgetary guidelines
Assign purchases to appropriate accounts
Administrative Duties:
Produce regular reports related to program areas
Maintain documentation records according to the professional and agency standards and provides reports and correspondence using appropriate computer software programs
Submit reporting of program activities and assist with quarterly financial reporting
OnCall:
Provide oncall coverage in accordance with the Ontario Public Health Standards and LPH policies and procedures
Remain up to date on issues that may be raised while oncallsuch as safe water rabies investigations and communicable disease outbreaks
General:
Incumbents must keep uptodate on all relevant legislation collective bargaining agreements County Policies and Procedures etc. ensuring that these are implemented as prescribed
Participate in ongoing professional development opportunities and maintain current professional knowledge of practices trends regulations techniques procedures equipment sampling and documentation.
Provide orientation of staff students volunteers and others
Provide learning experiences for students on placement.
Participate in divisional and team inservices as requested.
Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the positions Physical Demands Analysis

Credentials Required:
Minimum Formal Education:
Baccalaureate degree in Nursing Public Health Inspection (BScN and/or BSc/BAA Environmental Health) or related health/public health field from a recognized university
Current registration as a Registered Nurse with the College of Nursing and/or Certified Public Health Inspector with the Canadian Institute of Public Health Inspectors. Regulated professionals must be registered with their College and be a member in good standing or maintain certification as required.
As a minimum the requirements setout in Ontario Regulation 566 under the Health Protection and Promotion Act must be met
Experience:
Three to four years experience in public health or community health service delivery
Demonstrated experience in public health
Ability to lead supervise motivate and delegate
Strong time management skills
Working knowledge of government and community agencies
Respect for client confidentiality
Knowledge of Health Protection & Promotion Act Ontario Public Health Standards and related legislation
Excellent organizational interpersonal and communication skills
A valid Ontario drivers license and use of a vehicle.
