Title:
Senior Program Analyst (Airborne Weapons Maintenance and Logistics Support Assistant Requirement Officer)KBR is seeking a Senior Program Analyst (Airborne Weapons Maintenance and Logistics Support Assistant Requirement Officer)to join our Team. In this role you will deliver expertlevel support for analysis and advice across all areas of weapons readiness within the OPNAV Logistics and Readiness organization.
OPNAV N980L is theLogistics and Readiness Branch of the Office of the Chief of Naval Operations (OPNAV).It supports the Navy and Marine Corps by analyzing and evaluating aircraft engines and support equipment logistics.
Role and Responsibilities:
Serves as the primary liaison between OPNAV and NAVAIR A/PEO (U&W) for all Navy and Marine Corps Airborne Weapons Maintenance Readiness Reviews (WMRR) and Training Support.
This role demands a thorough understanding of the Naval Ordnance Management Policy (NOMP) and its implications for fleet readiness.
Provides leadership in program planning business management budget planning and and program appropriations for OPNAV Logistics and Readiness.
Requirements Development:
Supports the Aviation Logistics RO during all phases of the Joint Capabilities Integration and Development System (JCIDS) process. This includes technical writing and preparation of formal requirements documents such as: concepts of operations capabilitiesbased assessments analysis of alternatives initial capabilities documents capabilities development documents and requirements memoranda.
Provide analysis on Future Years Defense Program (FYDP) and year of requirements vetting to ensure the fleets top priorities are supported and defended.
Route draft programrelated documents and incorporate salient comments into final version.
Research investigate and evaluate program requirements resourcing and objectives in the annual Program Objectives Memorandum process.
Conduct studies and provide results to the government pertaining to evaluation and analysis of program performance research aviation development and trends as it applies to associated programs.
Conduct investigative analysis to assess the impact of programmatic changes on system acquisition support and sustainment.
Provide analysis of technology advancements and/or product improvements to increase warfighter capabilities and performance.
Analyze and review similar programs led by other Services and Agencies to leverage Joint applications.
Review Weapon Systems Planning Documents (WSPDs) /Navy Training Systems Plan (NTSPs)/maintenance plans and participate in ordnance Navy Training Requirement Reviews (TRR).
Support the prioritization and incorporation of Fleetgenerated requirements to develop the Program Requirements Review (PRR) brief to OPNAV N98 to include justification and issue sheets.
Provides coordination for input to respond to Baseline Assessment Memorandum (BAM) and Air Warfare leadership data calls. Reviews and provides input and recommended changes to the Weapons Systems Planning Documents (WSPD) Program Planning Documents (PPD) Logistics Support Plans (LSP) procedures in relation to ILS processes Navy Training Systems Plans (NTSP) and Naval Munitions Requirements Process (NMRP).
Provide technical writing for the government in response to related Navy internal Office of the Secretary of Defense (OSD) and Congressional taskers. Draft the response for government review and final submission.

Ensure thorough coordination and communication with JPO in fulfilling OPNAV N98 requirements significantly improving warfighter capability and safety.
Conduct thorough and effective liaison with all required agencies and organizations to assist the government in the development of the PRR brief including its underlying issue sheets and justification.
Provide guidance and support to JPO staff to ensure thorough synchronization with the DoD Planning Programming Budgeting and process.
Provide direct support to the Department of the Navy (DoN) operational test action officer and ensure operational test and evaluation is fully supported.
Perform other ALISrelated duties as required.
Program Budget and :
Monitor the Program Budget Information System (PBIS) for changes and construct load sheets as needed in support of budget programming.
Build government approved POM issue sheets to define program needs or shortfalls.
Provide assistance to the program office on budget exhibit preparation and review submissions for anomalies that could result in punitive marks.
Provide financial management support by monitoring programmed and budgeted resources against actual of approved funds.
Identify issues concerns and impact of budgetary adjustments to ensure funds are effectively and efficiently meeting DoN needs.
In support of requirements officer provide analysis of program office for potential under and recommend action to prevent reallocation of funds.
Assist requirements officer in collecting and analyzing data pertinent to program fiscal procedures and patterns of performance to enable accurate and timely project management.
Provide analysis to the government regarding improvement of existing processes used in support of program decisions.
In support of requirements officer consults with the appropriate weapons program offices at NAVAIR on budget exhibit preparation reviews submitted budget exhibits for anomalies that could result in undesired marks and provide recommendations for government review and acceptance.
Supports the requirements officer during midyear and end of year budget reviews.
Subject Matter Expertise:
In support of requirements officer serves as weapons systems resource on all matters specific to weapons and general information concerning DoN platforms that carry those weapons.
Assists in establishing and maintaining contact with aircraft and weapons requirements officers in order to coordinate requirements specific to each aircraft and weapons system.
Verifies deployment requirements to include but are not limited to Weapons systems mission systems sustainability equipment survivability equipment and training systems.
Participates in supply chain analysis events to identify critical gaps in the sustainment of deployed operations.
Track and provides analysis to ensure technology is accessible compatible and equipped with current hardware and software.
Basic Qualifications:
BA/BS degree plus 10 years of experience. Experience will be accepted in lieu of a degree.
Minimum of 10 years of experience with Navy/Marine Corps weapons systems the NAVAIR acquisition process and/or requirements development on the OPNAV staff.
Must be proficient in technical writing and Naval Correspondence in response to taskers from higher offices as well as staff communications.
Familiarity gained through experience or education with DAU acquisition process (JCIDS Manual SECNAVINST 5000.2(series) etc. to ensure adherence to all applicable processes is required.
Knowledge of Microsoft Office Suite to include but not limited to Word Excel Access Power Point and Outlook and the Program Budget Information System (PBIS) will be required and used routinely in carrying out the function of this position.
Must have an active an active TS/SCI security clearance.
