Main Purpose of Job

The main purpose of this position is to work in the administration of the Maryland State Department of Education (MSDE) specializing in program coordination management of related projects and training for the Office of School and Community Nutrition Programs (OSCNP) which administers the U.S. Department of Agriculture (USDA) Child Nutrition Programs (CNPs) including Farm to School.

The position contributes to the development implementation and evaluation of grantfunded projects. Responsibilities include planning and executing deliverables developing processes and resources building external relationships managing contracts and related procurement activities analyzing outcomes managing a grantrelated website and database and performing other related tasks in the Farm to School program.

This position also contributes to the professional development needs of agencies. The position will support and provide program training and technical assistance to Maryland agencies that participate in the federal CNPs including schools and child care institutions. Responsibilities include developing training content and resources delivering inperson and virtual training and providing technical assistance.

The position also works collaboratively with internal partners and participates in activities to support the goals and mission of MSDE

POSITION DUTIES

  • Initiates manages and/or collaborates on proposal development and implementation of USDA grants subgrants and contracts.
  • Assists with procurement processes including development and or review of solicitations and granting of subawards.
  • Provides contract management or grant services that support OSCNP activities.
  • Supports the implementation and management of existing and new Farm to School initiatives.
  • Coordinates the implementation of MSDEs online Farm to School ordering system and oversee its operation.
  • Provides technical assistance to LEAs for menu planning procurement forcasting foward contracting and utilization of the online Farm to School ordering system.
  • Develops content and resources for inperson and or virtual meetings trainings and technical assistance activities.
  • Evaluates outcomes of program projects and training effectiveness through the design of surveys and other assessment tools and analysis of results.

MINIMUM QUALIFICATIONS

Education: A Mastersdegree or the equivalent of 36 credithours of postbaccalaureate coursework from an accredited college or university in FoodService Administration PublicHealth Public/Business Administration Health Science Consumer ScienceDietetics Nutrition Education or a related field.

Experience: Three years of professional experience in child nutrition program administration nonprofit and/or government programmanagement food service operations or procurement.

Notes:
1. Candidates may substitute a Bachelors degreeand five yearsof experience directlyrelated to the position option for the requirededucation.
2. Candidates may substitute the possession of a Doctorate degree at an accredited collegeor university in a field related to the position for one year of therequired experience.
3. Therequired field of education and experience are unique for each option and areestablished by MSDE in accordance with Education Article Section 2104 of theAnnotated Code of Maryland. Thespecific education and experience qualifications for each positionare on record in the Office of HumanResources.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your applicationregarding your qualifications.
  • Experience with Child Nutrition Programs such as Farm to School National School Lunch Program (NSLP) School Breakfast Program (SBP) and Child and Adult Care Food Program (CACFP).
  • Experience in project management and evaluation.
  • Experience in state procurement.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employeesin this classification may be assignedduties which requirethe operation of a motorvehicle. Employees assigned such duties will be requiredto possess a motor vehicleoperators license validin the State of Maryland.
