As a Senior Auditor you will conduct independent and objective audits of information technology systems that support the State of Maines financial reporting and compliance with Federal program regulations.
Job Duties of a Senior Auditor Information Technology (IT) position with the Office of the State Auditor:
The Senior AuditorIT provides technical and audit support by assisting in the planning designing and performance of audit assignments in accordance with the U.S. Government Accountability Office (GAO) Federal Information System Controls Audit Manual (FISCAM)and Information System Audit and Control Association (ISACA) guidance. The IT Senior provides guidance on the proper interpretation and practical application of those principles. The daily responsibilities of an IT Senior Auditor include:
- performing audits analysis and testing of information technology controls used by organizational units of State government. This work is conducted across all layers of computing environments including physical operating system database network and application layers as well as enduser processes and security.
- providing direct supervision to staff auditors by reviewing work for accuracy completeness and adherence to professional IT auditing standards;
- researching laws and regulations to ensure proper administration of information technology systems used to operate State and Federal programs;
- providing technical assistance to Senior Leadership and nonIT auditors; and
- acting as a resource for State agency personnel through identification of risks based on testing of technology controls established to provide assurance that Stateadministered programs comply with Federal laws regulations contracts and agreements
Agency Information: The Office of the State Auditor is an innovative organization that acts as the independent auditor for the State of Maine. The Office works with Maine State Government agencies to complete theStates annual Single Audit comprised of the financial statement andFederal compliance audits. The Office has the statutory authority to audit all accounts and other financial records of State government including any counties municipalities and any organization institution or other entity receiving or requesting an appropriation or grant from State government.

We examine whether funds are spent legally and properly and that data and systems are secure. OSA auditors perform their work in accordance with Government Auditing Standards. The background of wellqualified candidates will demonstrate the following competencies:
1. Knowledge of IT auditing standards principles techniques methodologies and practices promulgated by the U.S. GAO FISCAM and the Information System Audit and Control Association (ISACA).
2. Ability to communicate effectively orally and in writing.
3. Ability to establish and lead a team including planning assigning and overseeing procedures to fulfill audit objectives.
4. Ability to interpret complex agency policies procedures and goals for audit planning purposes.
5. Ability to conduct complex information technology control audits.
6. Ability to apply analyze and interpret data extraction and data analytics techniques form conclusions and coordinate action plans based on results.
7. Ability to research and interpret technologyrelated State and Federal laws regulations rules and compliance requirements.
8. Ability to interpret and implement new auditing standards or accounting pronouncements.
9. Ability to analyze and interpret complex IT system designs logic functionality and related processes including organizational procedures and workflow.
10. Ability to assess audit risk for complex information technology systems and processes and effectively adjust to changes as necessary.
11. Ability to effectively secure and document facts through investigation and interviewing.
12. Ability to develop effective testing strategies to verify IT system functionality and controls.
13. Ability to effectively and consistently conclude whether agency IT controls meet requirements based on audit testing results.
14. Ability to effectively prepare and classify audit findings and recommend appropriate corrective action.
15. Ability to effectively write technical workpapers reports and other documents.
16. Ability to review work of professional staff for accuracy completeness and adherence to professional auditing standards.
Minimum Qualifications:
A Bachelors Degree in Computer Science and/or Management Information Systems OR a four 4 year equivalent combination of education training and/or progressively responsible professional experience in a related field that demonstrates a thorough knowledge of IT systems audits technical knowledge covering multiple areas such as IT security change management operating systems software development databases networks and cloud computing.
Preference will be given to candidates who have had Exposure to IT system audits control assessments new system startups or security administration
Professional certification as a Certified Information System Auditor (CISA)
Experience in Data Analytics
Ability to understand FISCAM guidance and NIST security framework.
