The rising cost of health care is a dominant topic of conversation at the national and state level. It is also a key focus at Partners where understanding and managing costs is essential to providing high quality affordable care to our patients.
Reporting to the Corporate Director of SOMDS this role includes responsibility for managing both Partners system wide Patient Affordability efforts and is responsible for providing leadership strategic development and implementation direction and management of all aspects of the cost accounting and decision support system used by Partners Healthcare System (PHS).
This position is responsible for both Patient Affordability and implementing a system strategy that results in bending the cost curve achieved through encouraging collaboration throughout the organization. This position will provide financial and strategic expertise that facilitates these key endeavors while assuring that Partners continues to achieve the highest standards of patient care education and research. This person will manage a staff of 14 including three managers and their staff and the position works with and has exposure to senior leadership across the Partners HealthCare System.
Patient Affordability:Identifying analyzing and developing enterprisewide strategies for cost management. Analyzes our cost structure educates senior leadership in understanding cost trends and drivers and recommends initiatives that will result in cost savings. Responsibilities include development and implementation of patient affordability efforts in close collaboration with our institutions and other corporate areas.
This position will lead system wide cost reduction efforts including managing external consultant assistance benchmarking our costs versus others to identify opportunities and measure results of initiatives.
The Director will and team will lead in;
Identifying opportunities by conducting analyses applying benchmarks and monitoring trends to understand the cost structure and support cost reduction efforts systemwide
Manage and/or collaborate with others on efforts to reduce cost
Keep abreast of trends locally and nationally and understands how Partners compares to and is impacted by those trends
Decision Support:The Director develops and drives the administrative decision support system strategy that directly supports Patient Affordability and other reporting goals. The decision support system at Partners combines administrative financial and clinical information and is used widely across the system for reporting and analysis. A priority for the Director and everyone in the department is to be seen as cost experts for the organization. The Director and team members will:
Maintain the decision support system meeting deadlines for routine data processing reconciliation and auditing across multiple entities.
Develop and continually improve consistent costing assumptions and methodologies to support cost analyses across the system.
Provide actionable data to support teams in achieving initiative goals. This data also is fed into the enterprise data warehouse for system wide reporting and analysis.
Seek opportunities to improve administrative decision support for the organization including implementations for other business units and investigating other cost accounting capabilities.
Patient Affordability: Identification prioritization and implementation of cost management opportunities
- Leads the Patient Affordability Executive Committee under the Partners CFO guidance; Presents the business case for pursuing cost saving opportunities that leverage the scope of the system.
- Builds strong strategic alliances with finance department heads clinical staff and others in our institutions to effectively facilitate patient affordability efforts throughout the Partners system. Drives implementation of system wide initiatives leveraging local experts consultants and staff
- Works in concert with existing systemwide teams and processes; Drives the group and serves as key member on teams working on patient affordability initiatives e.g. . Perioperative Products and New Technology Committee
- Leverages system wide opportunities for reducing unit cost. Fosters collaboration between Partners Finance and entities to manage costs by identifying and adopting the most effective and economical quality process/products/services
- Identifies subject matter experts; then assists and supports them with data and intelligence as well as access to other tools (internal and external) to determine best practice and patient affordability opportunities
- Provides all constituents with information regarding ongoing cost management initiatives system wide as well as external trends and changes in the healthcare marketplace; some routine reporting as well as adhoc reporting
- Keeps current on cost trends in the health care industry that may influence processes identifies opportunities and shares that information with systemwide constituents on an ongoing basis; Provides best practice and benchmarking information
- Leverage staff effectively and build a strong team of analysts.
