As a Principal Auditor you will oversee and conduct independent and objective audits of information technology systems that support the State of Maines financial reporting and compliance with Federal program regulations.
Job Duties of a Principal Auditor Information Technology (IT) with the Office of the State Auditor:
The Principal Auditor IT serves as a technical expert assisting the Senior Leadership Team in the Office of the State Auditor which acts as the State of Maines external independent auditor conducting financial and compliance audits of State government.Responsibilities include:
Assisting with planning designing and conducting complex information technology (IT) audits of general and application controls used by organizational units of State government which may require extensive knowledge of both accounting principles and auditing standards
Developing written audit findings and recommendations based on IT control testing
Providing technical or audit support to lead auditors by assisting in the planning designing and performance of one or more components for other audit assignments in accordance with the U.S. Government Accountability Office (GAO) and the Federal Information System Controls Audit Manual (FISCAM)
Directly supervising and providing guidance to Senior and Staff auditors throughout the audit process and other assignments
Providing technical assistance to auditee management by identifying operational risks based on testing of technology controls established to provide assurance that Stateadministered programs comply with federal laws regulations contracts and agreements.
Conducting special projects approved by the State Auditor
Agency Information: The Office of the State Auditor is an innovative organization that acts as the independent auditor for the State of Maine. The Office works with Maine State Government agencies to complete theStates annual Single Audit comprised of the financial statement andFederal compliance audits. The Office has the statutory authority to audit all accounts and other financial records of State government including any counties municipalities and any organization institution or other entity receiving or requesting an appropriation or grant from State government.

We examine whether funds are spent legally and properly and that data and systems are secure. OSA auditors perform their work in accordance with Government Auditing Standards. 4. Ability to interpret and apply complex laws and technical information policies and procedures and new auditing standards
5. Ability to conduct complex or highprofile technology control audits of governmental entities.
6. Ability to effectively analyze and interpret the most complex IT system design logic functionality and related processes and organizational procedures workflow and functions.
7. Ability to research and interpret the most complex technologyrelated laws regulations and compliance requirements.
8. Ability to apply expert data extraction and analysis techniques including forming appropriate conclusions based on the results.
9. Ability to assess audit risk for complex technology and effectively adjust to changes as necessary.
1. Ability to develop effective and efficient testing strategies to verify IT system functionality
1. Ability to effectively and efficiently secure facts through investigation.
1. Ability to review and advise Senior and Staff auditors on how to effectively and consistently conclude whether agency IT controls meet requirements based on audit testing results.
1. Ability to prepare and defend controversial or high profile audit findings; and recommend appropriate corrective action.
1. Ability to effectively review write and formally present technical reports and documents.
1. Ability to review the work of professional staff for accuracy completeness and adherence to professional auditing standards.
Minimum Qualifications:
A Bachelors Degree in Computer Science and/or Management Information Systems or related field;
AND
Five 5 years experience in information systems audit control assurance or security to include at least three 3 years of managerial experience.
Preference will be given to candidates with certification as a Certified Information System Auditor (CISA).
