The Maryland Commission on African American History and Culture (MCAAHC) is committed to discovering documenting preserving collecting and promoting Marylands African American heritage.
The Commission also provides technical assistance to institutions and groups with similar objectives. Through the accomplishment of this mission the MCAAHC seeks to educate Maryland citizens and visitors to our state about the significance of the African American experience in Maryland.
The Maryland Commission on African American History and Culture (MCAAHC) is seeking an experienced and energetic individual to fill the position of Chief Financial Officer.
This is a Management Service position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES
This position will serve as the Chief Financial Officer for the Maryland Commission on African American History and Culture (MCAAHC) and the BannekerDouglassTubman Museum by managing and directing all fiscal affairs regarding the Commission and the Museum. The management and direction of these affairs is directly related to the mission of MCAAHC to accomplish its goals and objectives with efficiency and fiscal constraint.
Position Duties Include:
- Directing fiscal operations to include accounting and HR procedures.
- Developing evaluating & implementing policies and procedures.
- Preparing the annual operating budget.
- Managing the operating budget expenditures and revenues.
- Reporting statistics and analytics for special projects.
- Implementing internal controls and audits.
- Oversight of procurement activities.
- Management of program capital and operational grants.
- Managing and overseeing the corporate purchasing card program.
MINIMUM QUALIFICATIONS
Education: A Bachelors degree in Accounting from anaccredited college or university or a Bachelors degree from an accreditedcollege or university with 30 credit hours in accounting and related coursesincluding or supplemented by 3 credit hours in auditing.
Experience: Four years of experience examining analyzingand interpreting accounting systems records and reports by applying generallyaccepted accounting principles. Three years of lead worker or supervisory experience.
Notes:
1. Applicants who had met the requirements for admission tothe CPA examination prior to July 1 1974 will be considered to have met theeducational requirement referenced above.
2. Possession of a certificate as aCertified Public Accountant or a Masters degree in accounting from anaccredited college or university may be substituted for one year of therequired experience.
3. Applicants may substitute one year of professionalbudgeting experience or one year of professional auditing experience for oneyear of the required experience.
4. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in Administration classificationsor Financial Management specialty codes in the financial field on ayearforyear basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Experience preparing an annual operating budget for a state agency or grant program.
- Experience evaluating and developing the performance of fiscal service supervisor and support staff.
- Experience with the managementof timekeeping functions for over 10 employees.
- Experience with equipment and supply inventory functions.
- Experience with fiscal compliance audits.
- Experience using FMIS the States Financial Management Information System.
- Managing fiscal audits with the Department of Budget and Management
