Job Description

ABOUT THE POSITION

The County of Riverside seeks candidates to fill Senior Engineering Technician positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.

The County of Riversides Transportation Department has an opportunity for a Senior Construction Inspector (Senior Engineering Technician) in Riverside supporting the Permit Division and will primarily provide field support.

The Senior Construction Inspector (SCI) is an advanced journeylevel classification in construction inspection responsible for overseeing a diverse range of public works projects and subdivision tracts that require a high level of expertise and technical proficiency. The SCI will manage complex and challenging projects which may involve multiple stakeholders tight deadlines and varying levels of regulatory oversight. In addition to providing inspection services the SCI may be called upon to supervise or mentor subordinate staff offering guidance on best practices technical procedures and regulatory compliance.

Key responsibilities of the SCI include conducting comprehensive field inspections to ensure that projects adhere to permit conditions project specifications County standards and all relevant regulatory requirements. The role requires a keen eye for detail and the ability to identify potential issues early in the process to mitigate risks and ensure the quality of work meets established criteria. Furthermore the SCI is responsible for reviewing essential project documents such as construction schedules and cost and quantity estimates ensuring that all aspects of the project align with engineering specifications and legal standards. This includes reviewing records of survey and other technical documents to verify that engineering computations are accurate legal and in full conformity with established industry standards and regulations.

Preferred candidates will possess the following experience and skills:

  • Handson experience with encroachment permits for work completed within the County road rightofway demonstrating a thorough understanding of the permitting process and regulations.
  • Experience in Construction Management for Capital Improvement Projects including overseeing roadway construction and rehabilitation.
  • Strong knowledge of recommending appropriate roadway materials.
  • Familiarity with the Transportation release of projects for occupancy.
  • Expertise in grading and conducting inspections of roadway improvement projects.
  • Proficiency in using Excel Word Bluebeam and PLUS (permitting software) as well as systems such as Map My County Permits Public Concern System and tools for project management and inspections.
  • Strong customer service and communication skills.

The Senior Engineering Technician is a natural progression underfill for the Senior Engineering Technician PLS/PE. Incumbents are eligible to promote to Senior Engineering Technician PLS/PE upon attaining a valid certification of registration as a Professional Land Surveyor or Civil Engineer.

Advancement to the Principal Engineering Technician level is obtained by competitive selection through an open recruitment.

EXAMPLES OF ESSENTIAL DUTIES

ENGINEERING: Draft plans profiles crosssections projections and details and alignments for road construction flood control and waste management projects; illustrate complex data in precise drawings using manual or computer aided design and drafting techniques.

Design channels roadways and appurtenant structures within established limits standards and procedures.

Participate in the planning design and construction of solid waste landfill expansion closure and operations projects.

Review or prepare maps plans construction schedules cost and quantity estimates records of survey and other documents; check engineering computations and specifications for accuracy legality and conformity to standards.

Make land use and traffic projection studies and supervise others in the collection and analysis of data.

Participate in and supervise others in the preparation of computer aided graphics and maps including GIS and Microstation/AutoCad software; participate in the development of plans and specifications for public works projects.

Check and process encroachment permit applications and issue permits.

Perform field inspections to ensure compliance with permit conditions project documents County standards and regulatory requirements.

CONSTRUCTION INSPECTION: Inspect construction of storm drains pipelines levees channels bridges and other steel and concrete structures; inspect paving of various types; inspect concrete and bituminous materials at batching plants; inspect the installation of geosynthetic liner systems at solid waste landfill sites; create and file daily construction reports and associated documentation.

Inspect the installation and maintenance of traffic control devices trench excavations and shoring/bracing projects and other construction site practices and appurtenances for compliance with safety laws and safe practices.

Inspect installation of concrete forms and placing and finishing of concrete; check structures adjacent to excavations for settlement or lateral movement of earth.

Collect materials samples for testing and keep material and inspection records.

May serve as assistant resident inspector on large construction projects or may act as resident inspector for small projects.

Use and supervise the use and operation of various testing devices.

Specify concrete mixes and aggregate gradings and confer with contractors and builders to ensure compliance with requirements and specifications.

Prepare soil survey reports for project planning and design purposes.

SURVEYING: Perform complex subprofessional survey work of a technically specialized nature in connection with surveying and the checking and preparation of records of surveys corner records maps and plans.

Lead and participate in the operation of a field survey crew engaged in performing control photogrammetric rightofway centerline topographic alignment and elevation surveys.

Adjust and operate such survey instruments as transits theodolites levels and electronic measuring devices in determining lines angles distances and elevations and maintain proper safety and accuracy standards.

May assume duties of a Principal Engineering Technician during leaves and vacations.

In an office setting review and check tract maps parcel maps records of survey and corner records for mathematical accuracy closure area survey consistency and conformity with the requirement of the Land Surveyors Act and Subdivision Map Act local ordinances and accepted survey practices.

Draft complex legal descriptions easements rightofway maps and survey plats making necessary revisions and checking related computations for accuracy.

Consult with office or field surveyors relative to special survey problems and calculations.

As lead worker participate in the evaluation of subordinates.

MINIMUM QUALIFICATIONS

OPTION I
Experience: Four years of subprofessional engineering experience at least one year of which must have been at a level equivalent to a County of Riverside Engineering Technician II. (College courses from an accredited college or university in surveying or geomatics engineering or closely related subjects to the assignment such as land surveying soils erosion soils testing blueprint reading mathematics computer graphics or hydrology may substitute for up to two years of the nonspecialized experience on the basis of 12 semester or 18 quarter units equaling one year of the required fulltime experience.

OPTION II
Education: A bachelors degree from an accredited college or university in surveying engineering or civil engineering.

Experience: One year of subprofessional survey experience equivalent to a County of Riverside Engineering Technician II.

OPTION III
Certificate: Valid Certificate as Land SurveyorinTraining issued by the California State Board of Registration for Professional Engineers.

Experience: Two years of subprofessional engineering experience.

ALL OPTIONS


License Requirement:A valid California Class C Drivers License is required at time of employment. The SCI will travel to various locations to perform inspections and other duties.
Physical Requirements: The SCI will primarily work outside performing fieldwork with exposure to inclement weather. Inspections may involve working at ground level or at higher elevations. This role requires performing tasks on uneven surfaces including transporting light to heavy equipment and/or tools needed to perform the duties.
