Job Description

Job Title: Director of Bilingual/ESL
Wage/Hour Status: Exempt

Reports to: Chief Academic Officer
Pay Grade: AP6
Days: 226

Dept./School: Central Administration Office

Primary Purpose:

Provide leadership and direction for districtwide Bilingual/ESL and Migrant initiatives to ensure effective implementation of applicable program and fiscal requirements in early childhood through secondary settings. Responsible for the strategic planning and implementation of program grants models curriculum instruction assessment and staff development for Bilingual/ESL and Migrant.

Qualifications:

Education/Certification:

Masters degree in education administration
Valid Texas principal certification or equivalent

Candidate must have satisfactory outcome of fingerprinting background check. Nonrefundable fee (approximately $50.00 paid by the employee

Special Knowledge/Skills
Demonstrated skills in the following areas:

Knowledge of state and federal requirements for assigned programs
Ability to implement policy and procedures
Ability to analyze and interpret data and statics
Ability to manage budget and personnel
Strong communication public relations and interpersonal skills


Experience:

Three years campus and central office level leadership experience

Major Responsibilities and Duties:
Instructional and Program Management

  1. Provide leadership vision and strategic direction for all Bilingual/ESL and Migrant programs.
  2. Direct all program initiatives according to guidelines established by federal statute Texas Education Agency board policies and administrative regulations.
  3. Prepare submit and document all required program and funding grants and applications and compliance reports.
  4. Ensure that the districtwide programs are aligned with all applicable state standards i.e. the PreKindergarten Guidelines Texas Essential Knowledge and Skills Spanish Language Arts and Reading English as a Secondary Language English Language Proficiency Standards College and Career Readiness Standards and 21th Century Skills.
  5. Ensure teaching and learning is rigorous relevant and incorporates realworld applications.
  6. Develop and implement a districtwide process for ensuring that curriculum and instruction are implemented with fidelity and address the diverse learning needs of all students including Bilingual/ESL immigrant and migrant students.
  7. Coordinate with campus leadership to monitor evaluate and adjust campus programs and initiatives.
  8. Coordinate with the Director of Research Evaluation and Information Systems to review and coordinate testing and placement of ELLS.
  9. Collaborate with the other Directors to ensure campuses have access and training to effectively utilize student and program data to increase staff effectiveness and promote student learning.
  10. Collaborate with the Director of Teaching and Learning to ensure an ongoing comprehensive professional development system is established to build staff capacity.
  11. Develop and review assessment tools on a regular and ongoingbasis and assist campuses in analyzing performance developing action plans and implementing systems to improve student achievement.
  12. Ensure the acquisition and use of instructional materials are researchbased and improve student achievement.
  13. Confer with other state and national Bilingual/ESL and Migrant content experts to identify current trends and practices.
  14. Promote collegiality teamwork and collaborative decisionmaking among staff.
  15. Support the recruitment and development of Bilingual/ESL and Migrant instructional staff.
  16. Ensure that department operations contribute to the attainment of district goals and objectives.
  17. Attend board meetings regularly and make presentation to the board.
  18. Maintain confidentiality of information.
  19. Perform other job related duties as assigned by the Executive Director for Curriculum & Instruction.

Policy Reports and Law

  1. Ensure compliance with policies established by federal and state law State Board of Education rule and local board policy in curriculum and instruction area.
  2. Compile maintain and file all reports records and other documents as required.
  3. Follow district safety protocols and emergency procedures.

Budget

  1. Develop and administer the curriculum and instruction budget based on documented program needs and ensure that operations are cost effective and funds are managed prudently.

Communication

  1. Ensure that established goals and expectations related to implementation of the curriculum and instruction programs are communicated clearly consistently and in a timely manner.
  2. Establish and maintain a professional relationship and open communication with principals teachers staff parents and community members.

Supervisory Responsibilities:

Supervise and evaluate the performance of staff and support staff.

Environment: May work prolonged or irregular hours; work inside and outside (exposure to sun heat cold and inclement weather) exposure to noise; occasional districtwide and statewide travel
Mental Demands: Work with frequent interruptions; maintain emotional control under stress
