About this Position
Temporary Street Maintenance positions offer fulltime employment 40 hours/week) beginning midMay and continuing through midAugust (max. 67 working days). The regular work schedule will be MondayFriday 7:00 a.m. to 3:30 p.m. 30minute lunch).


Keeping city streets in good repair is a challenge because of the extremes of Minnesota weather especially the freezethaw cycles during winter. The Street Maintenance Division is responsible for maintaining Duluth streets within the city. Primary maintenance activities include:
  • filling
  • Gravel roads maintenance
  • Pothole patching
  • Right of Way (ROW) control fencing mowing
  • Roadside debris removal
  • Sidewalk repair and maintenance
  • Snow and ice control
  • Special events support
  • Street line painting and markings
  • Street sweeping
  • Traffic control
  • Traffic sign management installation and maintenance

Summary/Purpose
Street Maintenance temporary employees perform manual unskilled and semiskilled maintenance work for the Citys street systems.

Duties may include work in the following areas but are not limited to just one:

Asphalt Maintenance:
Perform pothole patching in live traffic along with other asphalt repairs on City streets and avenues. This may include the operation of a hand blower and an asphalt hand roller.

Sealing and Mastic Operations:
Duties include setting up traffic control and lane closures applying joint sealing material to the roadway and loading and unloading the supplys trucks.

Traffic Painting Maintenance:
Duties may include setting up and taking down traffic control for long line painting legends crosswalks and other street painting that may be needed.

Sign Maintenance:
Assisting in the replacement installation and maintenance of the traffic signs throughout the City. This may include the use of hand and power tools ladders and traffic control devices.

Road/Project Construction:
Duties may include mixing or pouring concrete using shovels to expose potential hazards and any other duties needed during construction.

Complaint Response:
Consists of the repair of plow damage blight cleanup storm damage cleanup and other duties delegated by leadership staff.

Facility Maintenance:
Assist in the daily cleanup of shop areas restrooms common meeting rooms and other Street Maintenance buildings. Duties include general cleaning restocking and litter removal.

Essential Duties & Responsibilities (other duties may be assigned)

ESSENTIAL DUTIES AND RESPONSIBILITIES (other duties may be assigned)
1. Assist in repair of the City streets including asphalt patching tacking asphalt prep work etc.
2. Assist with loading and unloading materials such as dirt asphalt concrete sandbags and sign materials.
3. Storm outfall maintenance.
4. Fabricate and install street signs.
5. Assist in traffic control setup.
6. Perform various traffic maintenance duties such as street painting.
9. Remove litter from roads sidewalks and public spaces.
10. Clean and maintain vehicles and shop areas.
11. Landscape work as required.
12. Other duties may be assigned.

Minimum Qualifications

Age Requirement:
Must be age 18 or older by date of hire.

License Requirement:
Must possess and maintain a valid Minnesota drivers license or equivalent for the Laborer II Streets position. Applicants who do not possess a valid Minnesota drivers license or equivalent may be considered for the Laborer I Streets position.

Knowledge Requirements:
A. Knowledge of hand tools associated with street and traffic maintenance work.
B. Knowledge of traffic control devices is beneficial.
C. Basic knowledge of general safety practices and procedures.

Skill Requirements:
A. Skill in safe use of required tools and maintenance equipment.

Ability Requirements:
A. Ability to understand and follow oral and written instructions.
B. Ability to learn the use of materials equipment procedures and practices used in street and traffic maintenance.
C. Ability to ensure the safety of coworkers self and others when working on City streets.
D. Ability to communicate effectively and to establish and maintain effective working relationships with others.
E. Ability to create and maintain a positive environment that welcomes diversity ensures cooperation and promotes respect by sharing expertise with team members fostering safe work practices and developing trusting work relationships.
F. Ability to wear and use proper personal protective equipment as necessary.
G. Ability to work independently with little supervision.

Physical Ability Requirements:

A. Ability to shovel and sweep.
B. Ability to work outdoors in all types of weather.
C. Ability to work in dusty dirty wet and muddy conditions.
D. Ability to use a variety of hand tools shovels rakes and other street maintenance equipment.
E. Ability to climb balance squat crawl reach kneel stoop lift push and pull while performing maintenance tasks; and to frequently reach above shoulder level to perform maintenance tasks.
F. Ability to frequently lift items weighing up to 25 pounds such as blacktop.
G. Ability to lift and carry equipment and materials weighing up to 50 pounds such as tools and maintenance machinery and to occasionally lift and carry with assistance materials such as paint barrels cones and barricades weighing up to 100 pounds.
H. Ability to work evenings weekends and holidays as needed.
I. Ability to attend work as scheduled.

Selection Process Information

Temporary Positions offer fulltime work between midMay and midAugust.
Work Schedule: Monday through Friday 7:00 a.m. 3:30 p.m.
Pay Rate:$20.00$23.14/hour (Laborer II Streets; drivers license required); $19.50/hour (Laborer I Streets; drivers license not required)
Expected Start Date:May 27 2025
