Main Purpose of Job
This position is responsible for the development of policies and practices related toeducation services for children in outofhome care and provides technical assistanceto Local Departments of Social Services (LDSS) on policy and COMAR requirements andbest practices. Monitors the use of funds allocated to the LDSS tracksDHSs educational expenditures and oversees the Education Training Voucher (ETV) andthe Maryland State Tuition Waiver for Foster Care Recipients. Oversees thefederal education of the Fostering Connections Act and Every Student Succeed Act. Works with stakeholders including the Maryland State Department ofEducation (MSDE) Higher Education systems and local education systems.
POSITION DUTIES
- Provides technical assistance to Local Departments of Social Services (LDSS) and other state agencies including the Department of Mental Health and Hygiene (DHMH) Department of Juvenile (DJS) Governors Office for Children (GOC) Maryland State Department of Education (MSDE) on matters relating to education services for children in outofhome care.
- Coordinates and implements the federal Every Student Succeeds Act across the state of Maryland in all 24 local jurisdictions.
- Schedules and facilitates regular meetings with DHS staff and community partners to address education issues. Develop and monitor the state plan for ongoing oversight and coordination of education services for children in Outof Home care as required by the Fostering Connections Act of 2008 and the Every Student Succeeds Act 2016.
- Provides technical assistance to LDSS to improve the educational outcomes for youth in outofhome care and the State Plan.
- Manages and oversees Educational Stability for children in outofhome care based on the Fostering Connections to Success and Increasing Adoption Act of 2008 and the Every Student Succeeds Act.
- Manages and oversees the Maryland Tuition Waiver for Foster Care Recipients and the Education and Training Voucher (ETV) Program.
MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university.
Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations.

1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizationson a yearforyear basis for the required education.
2. Candidates may substitute graduate level educationat an accredited college or university in a human services related field at the rate of 30 credithours per year for up to two years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.
A bachelors degree in Education Social Work PsychologySociology or a closely related field from an accredited college or university.
One year experience working in child welfare.
One year of experience with K12 special education programs.
One year of experience with knowledge of educationalservices supports opportunities and requirements related to elementaryeducation secondary education and post secondary education.
