Introduction

The Maryland Higher Education Commission (MHEC) is seeking an experienced and energetic individual to fill the position of Program Manager I (Grants Specialist Nurse Support Program II) in the Office of Outreach and Grants Management (OGM).

Main Purpose of Job

The Employee will perform duties of the Nurse Support Program (NSP) II Grants Specialist in the Office of Outreach and Grants Management (OGM) at the Maryland Higher Education Commission.

This is a Management Service/Contractual position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

The Grants Specialist Nurse Support Program II (NSP II) works collaboratively with the Chief of Staff; the NSP II Assistant Grant Administrator; the NSP II Grant Administrator; the Grants Management Manager; MHEC Accounting department; MHEC Office of Student Financial Assistance; Deans/Directors Grants staff and Finance staff of Maryland Schools of Nursing (SON); and members of the Health Services Cost Review Commission staff to support the competitive institutional grants and the statewide initiatives funded through the NSP II.

The Grants Specialist Nurse Support Program II (NSP II) serves as the primary point of contact for NSP II service obligations including the Graduate Nurse Faculty/Cohen Scholars (GNF/CS) program. This position works collaboratively with internal and external stakeholders to support competitive institutional grants and statewide initiatives funded through NSP II.

Key responsibilities include:

Managing and tracking GNF/CS service obligation compliance including employment verification tuition and fee records and monetary payments.

Training new CS Project Directors on the service obligation program and serving as the primary point of contact for recipients project directors and employers.

Referring recipients to accounting for repayment plans or initiating the repayment process for those opting for monetary repayment instead of fulfilling their service obligation as nurse educators.

Ensuring accurate documentation maintaining electronic and paper records and elevating unresolved service obligation inquiries.Assisting in the development and revision of service obligation requirements for NSP II Competitive Institutional Grants and Statewide Initiatives.

Supporting website content updates assisting with program reports planning GNF/CSrelated meetings or workshops and representing NSP II at technical assistance meetings conferences and exhibits.

Performing general administrative and fiscal support tasks including tracking payments reconciling accounts drafting invoices and maintaining budget records.

Assisting with service obligation tracking for NSP II Statewide Initiatives and responding to inquiries from nursing school leaders regarding award requirements and refunds.

This position performs other related and administrative duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Masters degree in Nursing from an accredited college or university.

Experience:Three years of experience with grant programs for Schools of Nursing.

DESIRED OR PREFERRED QUALIFICATIONS

Experience as a Nurse Educator/Nurse Faculty in an academic setting.

Maintains relevant professional certification(s)

LICENSES REGISTRATIONS AND CERTIFICATIONS

An active Maryland Registered Nurse (RN) license is required.

SPECIAL REQUIREMENTS

Applicants must be legally authorized to work in the U.S.A without sponsorship for employment visa status (e.g. H1B status).

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25 of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75 of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
