TheMaryland Department of Juvenile Services (DJS) is dedicated to transformingyoung lives creating safer communities and fostering equitable systems. Weare seeking passionate individuals for the role of Deputy Assistant Secretary for Community Resources (Program Manager IV)so come join our team and make a meaningful impact on youth and the communityat DJS!

In thispivotal role you will support the Assistant Secretary of Community Resourcesin overseeing the development implementation and effectiveness ofcommunitybased services and outofhome interventions for DJS youth. Yourleadership will help create and maintain a flexible continuum of care tailoredto meet the needs of youth across all DJS regions in Maryland ensuringservices from prevention to reentry are accessible and effective. Through threeoperational unitsCommunity & InHome Resources OutofHome Resources andResource Effectiveness & Accountabilityyou will drive program developmentmanage resources and evaluate service impact.

In thisrole you will have the opportunity to contribute in various ways including:
  • Expanding communitybased services: Overseeing reentry diversion and alternativetodetention programs. Managing contracts grants and partnerships to increase service availability and impact.
  • Shaping effective policies: Developing and refining policies to align with state and federal regulations. Ensuring compliance with laws and best practices through evaluations and oversight.
  • Strengthening partnerships: Building and maintaining relationships with state agencies local governments and community organizations. Representing DJS in crossagency initiatives to improve youth outcomes and public safety.
  • Driving efficiency and accountability: Implementing performance metrics and quality assurance measures to ensure program effectiveness. Overseeing financial and operational compliance through audits and evaluations.
  • Supporting youth success: Leading initiatives that promote education workforce development and behavioral health services for youth transitioning back into their communities. Ensuring seamless service continuity through coordinated care planning.
  • Providing strategic leadership: Advising executive leadership on emerging trends policy implications and program innovations. Preparing reports briefings and recommendations to guide decisionmaking.
  • Championing continuous improvement: Identifying service gaps and implementing innovative solutions to enhance accessibility efficiency and impact. Leveraging data and research to drive program enhancements.

This position offers ahybrid telework schedule with occasional travel that may be requiredthroughout the state as needed.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accreditedcollege or university in public administration social work criminal justiceeducation or a related field.

Experience: Six 6 years of progressively responsible experience inprogram management communitybased services social services or juvenilejustice including three 3 years in a supervisory or leadership rolemanaging teams budgets and strategic initiatives.

DESIRED OR PREFERRED QUALIFICATIONS

Masters degree in public administration social workcriminal justice education or a related field.
Experience managing budgets contracts and largescaleprograms.
Expertise in developing policies and strategies to improveprogram effectiveness.
Strong skills in performance evaluation data analysis andcompliance oversight.
Exceptional communication and leadership abilities to engagestakeholders and lead teams.
