PREFERRED EXPERIENCE:
ESC Regional Teacher Incentive Allotment (TIA) Consultants should have a background or experience with:
- Exemplary communication collaboration and leadership skills
- A minimum of 3 years of experience including knowledge and experience with:
- Human Capital and Talent Systems
- Finance
- Teacher Incentive Allotment
- Data collection and disaggregations
- Campus or District administration
ESSENTIAL FUNCTIONS:
- Provide individualized technical assistance to districts as they develop and expand TIA systems in partnership with other talent initiatives.
- Prioritize supports and services for LEAs including school districts and openenrollment charter schools that are defined as rural per NCES or TEA Reporting Categories.
- Increase TIA participation and eligibility rates in the region and ensure successful implementation of TIA as measured by performance on TIA Data Validation.
- Provide support for regional districts with all the following key annual benchmark activities to continue to remain eligible for ongoing participating in this cycle of the grant:
- Support districts with the TIA Data Submission progress including reviewing data submission file ensuring accuracy and resolving any technical or system alignment issues
- Support districts with beginningofyear TIA implementation including calibration teacher eligibility and beginningofyear assessments
- Support new cohort districts renewing districts or districts seeking to expand/modify their systems
- Support with understanding data validation results and continuous improvement
- Support with endofyear TIA close out such as observation tracking student growth calculations and other necessary components to TIA implementation
- Participate in scoring process and provide highquality feedback on district application including TIA statutory components
- Support districts on any necessary modification to their application to support acceptance
- Provide support for fully approved districts around Annual Program Submission
- Support developing and improving data collection systems to support TIA implementation
- Support connections to other talenrelated work such as Teacher Residencies Strategic Staffing and Texas Strategic Leadership.
GENERAL SUPPORT REQUIREMENTS:
- Identify opportunities to leverage existing ESC support for districts including TIL TTESS data systems and assessment support
- Increase capacity through the use of fees received for general TIA services
- Connect districts with statewide services and monitor participation
PERFORMANCE COMPETENCIES:
ESC Regional Teacher Incentive Allotment (TIA) Consultants must demonstrate:
- A strong working relationship with district Leadership
- The ability to document and track grant expenditures through the submission of semiannual reports
- The ability to complete and submit all necessary benchmarks tasks and requirements
- The ability to collaborate and communication with TEA in the time and manner requested by TEA
- The ability to leverage existing ESC capacity around talent or strategic leadership to support the work
- The ability to schedule and host an annual TIA Performance Review that will include a review of current status of TIA and Talent initiatives in the region a relevant school visit and a discussion of opportunities for improvement.
