LOCATION OF POSITION

MDH Office of Human Resources Baltimore MD

Main Purpose of Job

This position serving as the HR Business Process Analyst will serve as a key member of the OHR Office of the Director focusing on the development enhancement and alignment of business processesand the development of datadriven recommendations to support officewide strategic objectives for the Human Resources Unit. This position will oversee process improvement initiatives across all OHR units including timekeeping and payroll classification andsalary employment and employee relations training and recruitment and outreach. Key responsibilities include auditing and evaluating current processes and reporting functionalities designing and implementing optimized workflows and leveraging data analytics to drive process improvement recommendations.

This position will be responsible for reviewing current reports addressingidentified issues and assisting with corrections performing auditing functions on HR transactions.The incumbent will be responsible for writing standard operating procedures (SOPs) for all HR reporting functionality including the collection and analysis of data from Workday reports to support unit processes andoverall operational efficiency.

MINIMUM QUALIFICATIONS

Experience:Eight years of experience four years of professional HR experience involving recruitment and employment services classification and compensation employee relations test development and validation job analysis job evaluation salary administration HR program evaluation or HR policy formulation and an additional four years of professional experience in HR management work in the areas ofrecruitment and selection classification salary administration employee relations test development and validation or as a generalist.

Notes:

1. Candidates may substitute paraprofessional personnel workexperience on a yearforyear basis for up to four years of the required experience. Paraprofessional personnel work isdefined as work involving the application of public sectorpersonnel procedures policies rules andregulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records calculating salaries applying personnelrelated rules and policies preparing personnelrelated reports conducting employee orientation and counseling employees regardingbenefits and obligations and responding to inquiriesconcerning employment procedures.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and four years of professional HR experience involving recruitment and employment services classification and compensationemployee relations test development and validation job analysis job evaluation salary administration HR program evaluation or HR policy formulation for the required experience.

3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration business administration public administration statistics tests and measurements psychology or a related field for up to six years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resourcesmanagement field of work on a yearforyear basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Masters degree in HR Industrial Organizational Psych or related field;
  • Experience with data analysis and creating reports based on analysis findings;
  • Experience in business process analysis and improvement experience in change management;
  • Experience in internal consulting; and;
  • Demonstrated familiarity with data collection processing analysis and interpretation to inform business process development and improvements.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1.Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
