This position is only open to permanent classified employees of CPRA.
Responsibilities:
- Supervises staffing budget programmatic recommendations for coastal restoration monitoring assigning tasks ensuring quality control and developing procedures for accurate ecosystem monitoring while managing budgets performance indicators and compliance with regulations.
- Provides administrative oversight and technical guidance for the Wetland Mitigation Program coordinating with the USACE and levee districts managing mitigation projects and ensuring compliance with budgets contracts and reporting while directing adaptive management and evaluating project success.
- Oversees and provides technical guidance for the Freshwater Diversion Program making operational and adaptive management decisions based on complex data managing budgets and contracts and communicating project impacts and outcomes to stakeholders while ensuring compliance with contractual requirements.
- Establishes technical criteria for ecosystem monitoring reviewing and approving monitoring reports resolving scientific/technical issues and providing consultation and advice on monitoring and rehabilitation of projects in the NORO area.
- Coordinates with federal state local agencies and private contractors to ensure ecosystem monitoring contracts meet required standards by reviewing invoices and evaluating contractor and consultant performance.
- Assists in evaluating proposals and bid packages for contract awards and reviews task proposals from surveying/engineering firms under existing CPRA contracts.
- Represents CPRA at conferences workshops and public meetings participating in policymaking committees and maintain communication with government agencies industry and the public while responding to information requests from various stakeholders.
CPRAs Special Entrance Rate Policy establishes a minimum biweeklyhire rate of $3076.80 for the Coastal Resources Scientist Manager position. The maximum salary for the Coastal Resources Scientist Manager position is $126256 annually.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A bachelors degree in one of the following fields: biological sciences physical sciences earth sciences environmental sciences natural sciences engineering or a related field plus four years of experience in coastal resource management wetland resource management environmental science natural resource management or biology; OR
A masters degree in biological sciences physical sciences earth sciences environmental sciences natural sciences engineering or a related field plus three years of experience in coastal resource management wetland resource management environmental science natural resource management or biology; OR
A Ph.D. in biological sciences physical sciences earth sciences environmental sciences natural sciences engineering or a related field plus two years of experience in coastal resource management wetland resource management environmental science natural resource management or biology.

Function of Work:
To manage staff involved in performing regulatory and/or nonregulatory measures to create restore enhance protect and preserve the states coastal wetlands marshes flood plains and other natural resources vital to the states economy and/or the safety of its citizens (private public institutional industrial and governmental) and to protect the citizens of Louisiana with hurricane flood protection measures.

Manager.
SUPERVISION RECEIVED:
Usually direct from a Coastal Resources Administrator but may receive supervision from higher level personnel.
SUPERVISION EXERCISED:
Generally direct over Coastal Resources Scientist Supervisors but other subordinates may be acceptable with DSCS approval.
LOCATION OF WORK:
State agencies involved in coastal science activities.
JOB DISTINCTIONS:
Differs from Coastal Resources Scientist Supervisor by the presence of management responsibilities.
Differs from a Coastal Resources Administrator by the absence of administrative responsibility.
Examples of Work
Prepares section budget requests fiscal impact statements etc. and defends before the State Budget Office and the Legislative Fiscal Office.
Assists in the development and implementation of administrative and regulatory policy decisions; recommends policy and criteria for determining compliance with state and federal laws and regulations.
Initiates negotiates and manages contractual agreements with other local state and federal agencies consulting firms and educational institutions.
Maintains a high level of expertise and familiarity with existing and politically sensitive state and federal regulations or politically sensitive projects and apprizes higher level personnel of potential problems.
Maintains continuous liaison and coordinates activities with other local state and federal agencies.
Assists in the development of Division comprehensive management plans strategic plans etc.
Supervises and directs the implementation of quality control and quality assurance procedures necessary to ensure that scientifically sound and reproducible data are provided.
Participates in the development of outreach efforts and provides technical guidance and support for these programs.
Reviews conflicts between proposed activities and existing laws policies and Memoranda of Understanding with other agencies and advises the Administrator of situations and possible solutions; may serve as mediator in negotiations.
Manages and directs a highly specialized environmental monitoring project or program involving strategic comprehensive and longterm environmental and/or ecosystem planning efforts.
