Job Description:
Commensurate with the position of Contractor Program Security Officer (CPSO) incumbent is responsible for managing and directing all security related issues for the assigned program. The CPSOs responsibilities include management and of security functions including SAPF operations personnel security program support physical security information security document control badging and access control. The CPSO implements all requisite national security directives with specific emphasis on NISPOM Intelligence Community Directives (ICDs) Special Access Program (SAP) directives and other governing directives as applicable. Exhibits the dedication and expectation of excellence required of a seasoned security professional while working and making decisions independently without direct supervision. The CPSO works as a team player exhibits flexibility sets priorities and manages customer expectations in a fastpaced environment. The CPSO interacts with internal and external customers as well as Government security officials in performance of security duties. The incumbent is responsible for supporting and enacting all L3Harris corporate policies including the protection of L3Harris intellectual property.
Essential Functions:
- Maintain security program policies to ensure ongoing compliance with 32 CFR Part 117 IC DoDM 5205.07 and other requirements of all classified programs under purview.
- Prepare Security Operating Procedures (SOPs) outlining customer guidelines and establishing procedures for the handling storage and transportation of assigned assets.
- Conduct all security related employee briefings to include indoctrination debriefing courier closed area program access OPSEC Insider Threat derivative classification foreign travel and routine annual security trainings.
- Prepare and maintain System Fixed Facility Checklists (FFCs) in accordance with ICD 705. Manage new ICD 705 compliant construction.
- Implement DD254 Security Guidance and ensure program compliance with contractual requirements.
- Produce and manage subcontractor DD254s.
- Analyze and investigate security incidents and violations; prepare internal and external customer reports.
- Conduct annual selfinspections.
- Physical security duties include but are not limited to maintaing and changing combinations access control systems alarm accesses secure area modifications and buildouts
- Maintain multiple PERSEC databases including JADE DISS and SIMS.
- Process PARS in accordance with SAPNP guidance.
Qualifications:
- Bachelors Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree minimum of 10 years of prior related experience.
- Active TS/SCI is Required.
Preferred Additional Skills:
- Knowledge of Joint Access Database Environment (JADE).
- Knowledge of Defense Information System for Security (DISS).
- Knowledge and Implementation of the DoDM 5205.07.
- Knowledge and Implementation of the ICD 705.
- Knowledge of the EQUIP Process and Justification Requests.
- Knowledge of Security Information Management System (SIMS).
- Knowledge of C*Cure 800/9000 Access Control Software.
- Knowledge of Avigilon Video Surveillance Software.
- Must be proficient with Microsoft Word Excel and Access.
- Must be able to communicate effectively and in a professional manner.
- Must be able to interact with persons of varying importance multicultural customers and personnel.
- Must be able to work under stressful conditions.
- Four or more years experience as a CPSO or CSSO preferred.
