BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The position is located in the Legal Office (LEG) of the World Food Programmes Headquarters in Rome Italy. The Legal Consultant will be assigned to the Contractual and Constitutional Law Branch (LEGC) which provides advice in relation to legal aspects of the governance of WFP partnerships with external parties international law commercial law and general contractual law including in connection with financial arrangements and operational legal issues.
The Legal Consultant may however work on assignments in other areas of activity within LEG based on business needs and expressed personal interests.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision and guidance of one of the Legal Officers in LEGC and working in close consultation with the other Legal Officers in the team the Legal Consultant will be responsible for the following key duties:
Provide sound legal advice services and representation on complex legal matters in accordance with applicable legal policies rules and practices;
Contribute to the determination of strategy and approach to legal matters;
Contribute to the development of WFPs regulatory framework;
Draft contracts and other legal documents;
Provide advice on liability exposure and risk mitigation;
Participate in negotiations and settlement of claims and disputes with public and private entities;
Undertake legal research and analysis and prepare legal opinions studies briefs reports and correspondence;
Develop new legal modalities within the framework of WFPs normative guidelines;
Provide legal support to various standing boards committees working groups and task forces and represent the Organization at meetings conferences and other events;
Build productive partnerships with other Legal Offices across the United Nations System;
Supervise coach and build capacity of other team members
Take responsibility for incorporating gender perspectives in all areas of work to ensure equal participation of women and men;
Other as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Law or first university degree in Law with additional relevant experience and training.
Must be qualified to practice law or admitted to practice law by a recognized national or state bar or law society.
Experience:
At least 8 (eight) years of relevant progressively responsible experience as a lawyer working in a law firm or a privatesector legal department with international exposure or in an international organization on issues relevant to the aforementioned organizational context.
Strong experience in international law will be considered a plus.
Experience providing legal advice in connection with the governance and operation of public international organizations financial services and/or fundraising partnerships will be considered a plus.
Knowledge & Skills:
Demonstrated ability to draft adhoc contracts that are appropriate to contractual counterparty and context;
Strong analytical and problemsolving skills; demonstrated ability to make independent decisions;
Strong business acumen and ability to think strategically;
Solid communication negotiation and interpersonal skills;
Strong time management and priorities management skills;
Adaptability and ability to work on a wide range of legal issues;
General knowledge of United Nations System policies rules regulations and procedures is desirable.
Languages:
Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic Chinese French Russian and Spanish) or Portuguese (one of WFPs working languages).
