Description of Work

*** This role is eligible to be Hybrid and has onsite reporting located within Raleigh NC ***


The Accounting Technician plays a critical role in managing financial transactions within the Department of Health and Human Services (DHHS) ensuring accurate processing of transfers cash requisitions and federal fund management. This position is responsible for entering journal entries reconciling financial records and preparing Cash Management Improvement Act (CMIA) reports to maintain compliance with state and federal guidelines. The technician works closely with various accounting systems including the North Carolina Financial System (NCFS) and the Core Banking System (CB$ to ensure accurate fund allocation and reporting.

In addition to daily cash management responsibilities the Accounting Technician assists with yearend financial closeout and preparation of the Annual Comprehensive Financial Report (ACFR). This includes performing reconciliations recording financial adjustments and supporting accountants in producing accurate financial statements. The role requires strong analytical skills attention to detail and the ability to work independently while maintaining compliance with state and federal accounting regulations.


Key Duties Include:

  • Process fund transfers between divisions ensuring proper entry into the North Carolina Financial System (NCFS).
  • Create and submit cash requisitions daily maintaining accurate financial records and reconciling cash balances.
  • Assist in calculating recording and requesting federal funds ensuring compliance with state and federal regulations.
  • Maintain Excel logs for tracking financial transactions assigning sequential identification numbers and documenting purposes for transfers.
  • Prepare monthly Cash Management Improvement Act (CMIA) reports for assigned divisions.
  • Support yearend financial closeout activities including journal entries accruals and financial statement preparation.
  • Assist in the preparation of Annual Comprehensive Financial Report (ACFR) footnotes and ensure compliance with Office of State Controller (OSC) guidelines.
  • Identify and correct financial discrepancies ensuring accurate reporting of expenditures and revenues.
  • Communicate effectively with peers management and external stakeholders regarding financial transactions and reconciliation processes.
