This position serves as the Chief Information Officer (CIO) leading the team supporting Central Management Services (CMS). The CIO should have indepth knowledge of the current and upandcoming trends in the IT field and be highly proficient in the discipline of software development project management and team development. - Subject to management approval serves as the Chief Information Officer (CIO) for the Department of Innovation and Technology (DoIT) supporting Central Management Services (CMS) acting as principal policy formulating administrator for the management process for CMS Information Technology (IT) services statewide.
- Develops technology vision leadership and strategic direction to align technology solutions and initiatives with the overall goals of the CMS and compliance with DoIT Enterprise standards.
- Establishes goals develops strategies and monitors performance to ensure operational effectiveness of DoIT/CMS.
- Serves as Agency spokesperson and Directors primary advisor representing the DoIT Secretary and GCIO through direct personal contact before Executive Agencies boards and commissions including a variety of Federal and State agencies as well as local units of government.
- Serves as full line supervisor.
- Develops prepares and submits an annual operating budget.
- Keeps abreast of current and advancing Information Technology by reviewing and evaluating current literature reflecting advancements in Information Technology.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires a Bachelors degree in Information Technology Management Information Systems Computer Science or related field.
- Requires 4 four years of progressively responsible Information Technology management and administrative experience.
- Requires four 4 years of experience supervising a team of IT professionals.
Preferred Qualifications
- Five 5 years of professional experience managing largescale stateoftheart IT operations with proven experience in leading organizational development optimizing processes and implementing policies to enhance operational effectiveness and compliance.
- Five 5 years of professional experience implementing technology strategies aligned with enterprise standards and agency goals assessing IT needs and driving longterm innovation and efficiency.
- Five 5 years of professional experience developing implementing and interpreting IT policies and procedures to align with both longterm and shortterm strategic goals ensuring alignment with state and enterprisewide technology initiatives.
- Five 5 years of professional experience leveraging technology to drive business model transformation enhance performance capabilities and develop innovative services ensuring IT strategies align with and strengthen agency objectives.
- Five 5 years of professional experience in IT service management enterprise architecture and operational oversight with proven experience in leading optimizing and securing largescale IT programs to ensure efficiency and effectiveness.
- Five 5 years of professional experience in IT budget planning and fiscal management including resource allocation personnel oversight and procurement processes with a strong ability to optimize technology investments ensure compliance and drive efficient operations.
- Five 5 years of experience building a serviceoriented culture among IT professionals.
- Ability to serve as a senior agency representative advising executive leadership and engaging with federal state and local agencies as well as thirdparty vendors to negotiate technology solutions interpret policies and ensure highquality costeffective service delivery.
- Ability to cultivate a serviceoriented culture among IT professionals fostering collaboration customer focus and operational excellence.
- Masters degree in management information systems computer systems or related field.

- Requires compliance with the provisions outlined in section 4A101 of the Illinois Governmental Ethics Act necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act 5 ILCS 420/4A et seq. specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission as specified in Executive Order 1509. Failure to submit these statements in a timely manner may result in fines and penalties.
