Position Statement
The Accountant position is at our Springfield IL office located at 524 S. 2nd Street Springfield IL. This position reports to the Fiscal Supervisor in the Fiscal Department. Essential Functions
- Maintains and reconciles financial transactions using state accounting system including fund balances expenditure reports and cash receipts with external records such as records from the Comptrollers Office and the Treasurers Office.
- Establishes and maintains financial records/ledgers primarily for Fund 251 (DOL Special State Trust Fund) using standard automated and manual systems for departmental programs.
- Maintains the Departments Accounts Receivables and collection records.
- Serves as back up for the other accounting functions which are performed in Federal Reporting and Grants including but not limited to reconciliations maintaining ledgers and other accounting functions at the same or lower level as assigned by supervisor.
- Performs regular audits to ensure financial records and transactions are accurate.
- Performs other duties as assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Requires knowledge skill and mental development equivalent to completion of four years of college with courses in business administration and accounting or four years of technical accounting experience.
Preferred Qualifications
- Two 2 years of professional experience with accounts receivable functions.
- Two 2 years of professional experience with accounting principles methods and procedures.
- Two 2 years of professional experience with accounting reports.
- One 1 year experience with Electronic System Application and Products such as (SAP) including Enterprise Resource Planning (ERP) System.
Conditions of Employment
- Requires ability to travel in the performance of duties with overnight stays as appropriate.
- Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or lastminute overtime. This may require the ability to work evenings and weekends.
- This position is considered light work as defined by the U.S. Department of Labor 20 CFR 404.1567(b). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing or involves sitting most of the time with some pushing and pulling of arm or leg controls.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/545 apply to this position. As a result the employee should be aware that if offered nonState employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such nonState employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act 5 ILCS 420/4A et seq. requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509 Fines and penalties apply to untimely filings.
