Job Title: Sr Assoc Subcontracts
Job Description:
Responsible for the procurement of subcontracts including the management of cost schedule and performance parameters. Implement sourcing strategies assesses supplier risk (including financial) and develops mitigation plans. Develops subcontract specifications work statements and terms and conditions for the procurement of specialized materials equipment and/or services. Prepares bid packages conducts bidders conferences analyzes and evaluates proposals negotiates subcontract provisions selects or recommends subcontractors writes awards and administers resulting subcontracts. Negotiates and coordinates additions deletions or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Select methods techniques and evaluation criteria for achieving goals and objectives. May sign supplier agreements and purchase orders within established authority.
Essential Functions:
- Experience in Procurement/Subcontracts with experience buying under FAR regulations.
- Must have experience in SAP.
- Negotiation expertise in both cost and terms and conditions is critical.
- FAR and DFARs understanding is a must.
- Experience with special access programs is preferred.
- Must be able and willing to travel 1015 annually.
- Intermediate professional with practical knowledge of job area. Works under moderate supervision to set objectives for own job area. Communicates with contacts inside and outside own team to explain and interpret operational processes practices and procedures Identifies and addresses changes within own job area. Works to achieve operational targets with some impact on departmental results.
- Works under moderate supervision. Works independently on larger moderately complex projects or assignments. Sets objectives for own job area to meet the goals of projects and assignments. May provide guidance and assistance to entry level professionals and/or support level employees.
- Communicates with contacts within and outside of own team which may include customers or vendors. Explains and interprets operational processes practices and procedures of the job area to others within the organization.
- Work consists of making basic adjustments to systems and processes to solve problems. Identifies defines and addresses general problems that are typically within the immediate job area. Problems are typically solved through drawing from prior experiences or standard procedures and basic analysis.
- Works to achieve operational targets within job area with some impact on department results. Contributes to the completion of milestones associated with specific projects.
Qualifications:
- Pursuing Masters degree in related field
- Ability to obtain a U.S. Security Clearance
